0

The Prime Minister of Biafra Republic Government in Exile, Simon Ekpa has claimed that terrorist elements are hiding under Nigerian security agencies to perpetrate evils in the Southeast.

Ekpa made this known on Tuesday in a post on his official X handle while reacting to some incidences in the region, particularly Imo State.

He was particularly reacting to a recent attack at a checkpoint near SaveMore Market Place, Irete in Owerri West Local Government Area of Imo state where some security operatives and civilians were murdered.

The secessionists claimed that the Nigeria Police Force and the Nigerian Army have been erroneously referring to the criminals as officers.

According to him, “Those neutralized in Owerri were terrorists who killed innocent Biafran ladies during fierce battles with Biafrans.

“People that kill and maim innocent and unarmed civilians are not to be addressed like officers.

“They are none of those names, address them as terrorists they are”.

Ekpa further claimed that the Biafra forces have only been battling with terrorists causing mayhem in the region and not officers of the Nigerian security agencies as reported in the media.

SIM blockage: NCC orders MTN, GLO, others Telcos to reconnect subscribers barred lines

0
EVC NCC, Aminu Maida
The Nigerian Communications Commission, NCC, has ordered the reconnection of all MTN lines affected mass disconnection over NIN-SIN linkage.
Nigerian Newssphere reports that many telecom subscribers/consumers were unable to access their phone lines over the weekend because of the inability of many telecom consumers to verify their National Identification Numbers (NINs) with their Subscriber Identification Modules (SIMs).
This meant that their numbers were blocked by their telecom service providers in keeping with laws and policies of the NIN-SIM linkage.

Recall that the compulsory linkage of NIN with SIM which began in December 2020 when the government directed telecommunication companies to bar unregistered SIM cards and SIMs that were not linked to NIN.

Since December 2023, the Commission has since reviewed the deadline a few times; April 15, 2024 was set as the deadline for the full network barring of subscribers with four or fewer SIMs that had unverified NIN details.

This deadline was then reviewed to July 31, 2024, to give consumers more time to ensure their submitted NIN details are properly verified.

Despite these extensions, many phone lines are yet to be linked with verified NINs.

The objectives of this exercise by the Federal Government of Nigeria include enhancing national security and ensuring the national SIM ownership database is accurate.

The NIN-SIM linkage policy aids in verifying and protecting users’ identities while also providing a critical infrastructure that assures access to the benefits of a robust digital economy for the citizenry.

“The consumer is our priority, therefore, considering the challenges the blockages have caused, the Commission has directed all operators to reactivate all lines that were disconnected over the weekend in view of the short time available for consumers to undertake the verification of their NINs with their SIMs. Reactivated consumers are to note that this is for a limited period to allow them to properly link their NIN to their SIM,” a statement signed by  Reuben Muoka, NCC’s Director of Public Affairs said.

“Members of the public who are yet to verify their SIMs are encouraged to do so as soon as possible to maintain access to their lines”, he added.

According to a statement by Itunu Dosekun
Head, Media Unit, NDPC, the meeting aimed to ensure the proper protection of the personal data of Nigerian citizens in INEC’s database.

The goal is to ensure adequate safeguards for citizens’ and voters’ data to ensure credible elections.

The National Commissioner/CEO of NDPC, Dr. Vincent Olatunji, commended the Chairman of INEC, Prof. Mahmood Yakubu, for his willingness to implement measures to protect the personal data of Nigerian citizens and to comply with the Nigeria Data Protection Act. “All of us are data subjects; INEC is a data controller. We must process data within the laws provided in the Nigeria Data Protection Act. Any data leakage here can lead to a lot of issues, with INEC being a data controller of major importance in Nigeria.”

The Chairman of INEC appreciated Dr Olatunji, emphasizing the importance of data protection. He noted that INEC stores the largest citizen database in Africa, with 93 million records from the last election. “We have the most sensitive records of citizens, from their fingerprints and facial biometrics, across the executive, legislative, and judicial branches, male and female, young and old. It is better to start sensitization now before it’s too late.” He stressed the necessity for INEC to gain clarity on data protection to ensure compliance and informed practices.

Dr. Olatunji emphasized the importance of data protection and the consequences of inadequate measures, especially for INEC as data controllers of major importance. He highlighted the potential consequences of non-compliance, including reputational damage, financial loss, and even death in extreme cases. He also spoke about the penalties for non-compliance: “It ranges between 10 million naira and 2 percent of your gross earnings. He added that the NDPC will conduct free training for INEC staff members and appointed DPOs, as anyone can be the weakest link in data breaches.

Other areas discussed included awareness, the level of a prospective DPO, policies, and cyber-attacks, among others. An implementation committee consisting of staff from both NDPC and INEC was immediately set up to implement data protection and privacy measures to guarantee trust and confidence in INEC’s data processing activities.

ICPC, Ministry of Health Invoke canvass for Corruption-Free Primary Health Care System

0

The Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Federal Ministry of Health and other critical stakeholders in the health sector converged in Abuja on Thursday to proffer solutions to the high level of corruption within the health sector.

In a statement by the spokesperson of ICPC,
Demola Bakare, this commitment was made at the one-day conference tagged: “Corruption-Free Primary Health Care Delivery for All” held at the ICPC’s headquarters.

The Minister of Health and Social Welfare, Professor Mohammad Ali Pate stated that the challenge in the health sector was systemic and multi-institutional which is also linked to state capacity and individuals.

The Minister affirmed the need for effective collaboration between the ICPC and the Ministry, where a formidable system would be formed to tackle many of the challenges culminating in the corrupt practices in the Primary Healthcare system.

“In health, what we are trying to do is to improve the system, save lives, and reduce physical and financial pains for all Nigerians. A lot of the population has access to nothing. So, in the disbursements of these basic needs at the Primary HeHealthevel, we’ll be asking the ICPC and other law enforcement agencies to keep an eye, and we’ll be glad to have your team work with the MOC (Ministerial Oversight Committee) Secretariat to look at the facilities of all the disbursement amounts.”

The minister also harped on the importance of accountability in the primary healthcare sector, saying with the collaboration of ICPC, deterrence could be put in place to make the sector corruption-free.

“I want to appreciate your invitation to us, we’ll join hands with you and I will assign a team from the ministry, the head of the anti-corruption team, one of my senior aides as well as others in the ministry, to work with the counterpart from your team to develop a whole program that periodically we’ll take stock. We work together to prevent what we can prevent, and if there are errors, we correct them. That is the way to build a system.”

In his remarks, the Chairman of ICPC, Dr. Musa Adamu Aliyu, SAN, noted that the conference was organized to stimulate discussions that will help improve service delivery devoid of windows for corrupt tendencies in the Health Sector.

He added that the Commission’s choice of Primary Health Care in the Federal Capital Territory (F.C.T.) as the pilot for the nationwide conversation was to create a comprehensive template that could be replicated in all the six geopolitical zones of the federation.

He said, “Participants were carefully drawn from community healthcare stakeholders to have a holistic and collaborative approach to improving the effectiveness of primary healthcare service delivery. This is just one of the many efforts being made by the Commission to enlist and foster public support in combating corruption in Nigeria.”

The ICPC Boss also commended the interest being shown by several communities and civil societies in tackling corruption in the health sector saying one of such interests triggered the swift action from the Commission that prevented many of the dishonest conducts in the sector.

“Recently, the Sambawa community in Kebbi State sent a petition to us regarding missing ante-natal care items for pregnant women and newborn babies donated to a healthcare facility. Our preliminary investigation indicated that the missing diapers allocated to Sambawa Primary Healthcare Centre are 13,350 pieces, while the investigation by Kebbi State Primary Healthcare Agency puts it at 3,466. Though the two staff members of the Sambawa Primary Healthcare Centre, a male and a female, were indicted for the missing items, we intend to go all out and unravel the dishonest conduct and bring the culprits to book.”

Dr. Aliyu also expressed a strong belief the signing of a Memorandum of Understanding between the ICPC and the Ministry of Health most especially on the Corruption Risk Assessment Implementation Steering Committee, will provide opportunities for the cross-pollination of anti-corruption ideas and harness potential and all available resources to address issues that hinder people from enjoying a corruption-free healthcare system in Nigeria.

In her keynote address, the Federal Capital Territory Authority’s Mandate Secretary, Health Services and Environment, Dr, Adedolapo Fasawe, decried how corruption has hampered and continues to bedevil the Primary Health Care service delivery in Nigeria saying that there was a need to adopt the public health approach to making the PHC system corruption free.

“Rather than detecting the corruption after it has been committed, audit and petition style, it must be prevented and if it occurs, must be detected that is Outbreak Control as soon as possible through the use of sensitive tools, Surveillance.

“The Governance and Leadership building block is also very key to engendering the corruption free Primary Health Care delivery for all. Honest and competent leadership at key positions in the PHC and health system will clean the Aegean stable. This can only be achieved if competent, transparent, and proven professionals are in place to manage the PHC system. Therefore, policies and laws must be in place to ensure that filling of these managerial positions are merit-based, and continued occupation of these offices is based on performance.”
