IpNX visits NCC, commends the Commission for efficient regulatory services

0

Key members of the top echelon of the Management of ipNX, a licensee of the Nigerian Communications Commission (NCC), were at the Commission yesterday for a courtesy visit.

The delegation from ipNX, led by the Group Managing Director, Ejovi Aror, praised the Management of NCC for its superlative regulatory activities, describing the Commission’s actions as marked by efficiency and effectiveness.

Aror also hinted about the company’s plan to expand its operations in Nigeria, in a manner that will heighten the role of the telecom sector in the growth of the Nigerian economy.

The Group Managing Director of ipNX, also notified the Commission that the operation of the company has come to a critical juncture and ipNX is happy to migrate from the stage where it is now to a more strategic stage where it will play a greater role in the efforts to expand broadband infrastructures in Nigeria.

“Therefore, we are here to solicit your support for our plan to expand our businesses because we are at the threshold of closing a chapter and moving onto another, particularly in expanding broadband infrastructure which is critical to national development’, Aror stated with unmistakable optimism.

Aror also informed the management of NCC about some of its Corporate Social Responsibility (CSR) programmes. The most central and significant of them, according to Aror, is the free Internet access to schools in Lagos and Oyo States.

Importantly, Aror emphasized ipNX readiness to extend such services to other parts of the country, particularly in schools, because of the importance of ICT to educational development.

Responding to the ipNX delegation, the Executive Vice Chairman of NCC, Prof. Umar Danbatta, who was represented by the Commission’s Executive Commissioner, Stakeholder Management (ECSM), Adeleke Adewolu, thanked ipNX for the visit and for the testimony about how NCC’s regulatory activities have caused growth in leaps and bounds in the fortunes of the telecom ecosystem.

Adewolu declared that NCC is particularly gratified by the remarkable and quantifiable impact of Commission’s activities on the economy, including increase in the sectoral contribution to Gross Domestic Product (GDP). Adewolu promised that the encouraging words of ipNX’s delegation will spur the Commission to put in more efforts towards achieving its mandate.

Putting in context the trajectory of landmarks in the telecom sector, Adeleke recalled the history of the evolution of the telecom industry in Nigeria, declaring that Decree 75 of 1992 which established the Commission, was a great feat. The NCC Executive Commissioner also said the courageous deregulation and liberalisation of the telecom sector by the Federal Government in the year 2000 was a masterstroke.

Adewolu said, that action triggered uncommon liberalization that caused a rare leap in the democratisation of access to telephone services, from a few hundred hitherto existing fixed lines in 1992 to over two hundred million subscriptions today.

Nudging ipNX to offer its best to the growth of the telecom sector, the ECSM stated that the outbreak of Covid-19 pandemic and the capacity of the Nigerian economy to survive the contagion have demonstrated the importance of the telecom sector because most social and economic activities simply migrated to online platforms. “So we are delighted about your interest in expanding broadband infrastructure”, Adewolu said to underscore the importance and contribution of broadband infrastructure to human survival at the peak of the COVID-19 pandemic.

The ECSM also informed the visitors that the Commission, with the supervision of the Ministry of Communications and Digital Economy, is ready and willing to partner with stakeholders to accomplish the objectives of the National Digital Economy Policy and Strategy (NDEPS) 2020-2030; and the Nigerian National Broadband Plan (NNBP) 2020-2025.

Adewolu, reckoning the correlation between increase in broadband infrastructure and GDP of economies, asserted that the Management of NCC is all out to work with all stakeholders, including its licensed Infrastructure Companies (InfraCos), to expand broadband access, especially to the unserved and underserved areas of the country.

At the reception of ipNX delegation were other Management staff of the Commission including Usman Mamman, Deputy Director, Licensing and Authorisation; Afure Iloka, Special Assistant on Legal Matters to the EVC; Dr. Omoniyi Ibietan, Head Online Media, who represented Dr. Ikechukwu Adinde, Director Public Affairs; Abubakar Kurfi, Assistant Director, Licensing and Authorisation; and Quassim Odunmbaku, the Special Assistant to the ECSM.

Aror, was accompanied on the visit to the Commission by the Group Executive Director, Commercials, ipNX, Bimpe Olaleye; Divisional CEO, ipNX Infrastructure Division, Uche Nnakenyi; and Tunde Olorunyomi, Financial Controller, ipNX.

Minister of Communications and Digital Economy, Prof. Isa Pantami, has called on the Digital Transformation Technical Working Groups (DTTWGs) to support Federal Government’s initiatives on achieving a digital Nigeria.

Pantami made the call on Tuesday during the Digitisation Hangout with DTTWGs and Technology/Industry Ecosystem Players in Abuja.

The DTTWGs’ hangout was organised by the National Information Technology Development Agency (NITDA), while the groups were first inaugurated in August 2020 and aimed at ensuring the implementation of IT and digital economy-related projects in the government.

The members of DTTWGs drawn from Federal Public Institutions(FPIs) were the critical governance structure for implementing the Nigeria e-Government Master Plan (NeGMP) and National Digital Economy Policy and Strategy (NDEPS) in the public sector.

Represented by Mr Bitrus Nabasu,Permanent Secretary of the ministry,Pantami said that digital transformation in the public service was a key part of government’s strategy for developing indigenous digital economy and would transform the way the public sector operates, creates value, and delivers services to customers.

He recalled Gartner’s report, a research and advisory company which said that global IT spending would reach 3.9 trillion Dollars in 2021 as the COVID-19 pandemic continues to act as a catalyst for digital transformation in almost every major industry.

Pantami said digital transformation required human capital development, innovative use of digital technologies, collaboration and co-creation between the government and technology industry players, hence the hangout.

“DT-TWGs are expected to support the Federal Government in developing citizen-friendly digital mechanisms to support service innovations and digital transformation for a digital Nigeria.

“DT-TWGs are required to give preference to indigenous digital solutions while making IT decisions in their respective organisations in line with Executive Orders 003 and 005 of President Muhammadu Buhari.

“I wish to state that government cannot do it alone. We need the involvement of the technology ecosystem to co-create ideas and innovate,” he said.

The minister directed NITDA to keep strengthening the IT clearance policy drive, capacity building for Chief Executives of FPIs,indigenous IT companies’ registration,Nigeria e-Government Interoperability Framework, Nigeria Government Enterprise Architecture, among other initiatives to accelerate digital transformation in the public sector.

According to him, this is aimed at creating friendly competition between FPIs to enhance digital transformation across board and at the same time create a new sector for economic diversification.

Director-General of NITDA, Mr Kashifu Abdullahi, said that Nigeria should be expecting a surge in digital transformation initiatives in the public sector in the coming years to keep up with the pace as the world was experiencing a sudden digital shift.

Abdullahi mentioned that growth in digital transformation had been propelled especially by COVID-19,which had raised the world’s consciousness and reemphasising the importance of digital technologies.

He said the drive for digital transformation prompted the agency to recently launch its Strategic Roadmap and Action Plan (SRAP) 2021-2024 to align its mandates to that of the NDEPS.

He added that NITDA had been preparing the FPIs for the digital transformation journey by structuring appropriate implementation plan resulting in the DTTWGs.

He recalled that the DTTWGs were formed in 100 FPIs  with different roles aimed at digitalisation of government processes and encompassed departments in each FPI.

“We organised training that lasted for a month in which 442 members were certified. The DT-TWG members were taken through the basic knowledge required to carry out their responsibilities efficiently while leading digital transformation in their organisation.

“Today, we have achieved another milestone by creating a platform for bringing together the DT-TWG members and the key players in the technology industry.

“We hope this engagement will foster cooperation between the DTTWGs and technology industry players and provide a platform where experiences, achievements, and challenges will be shared,” Kashifu said.

Meanwhile, speaking to newsmen during the event, Managing Director of MainOne Technology Company, Mrs Funke Opeke, said they were engaging with the government to ensure that Nigerian data was domiciled and developed in the country.

“Data is very valuable, for marketing, for all kinds of business development, for analysis and we want to see more of Nigerian data stored in Nigeria.

“By storing the country’s data indigenously, jobs would be created and the country would have sovereignty over its data and as well contribute in growing the economy.”

Also Mr Woochan Chang, Country Director Korea International Cooperation Agency (KOICA), said that Korean Government was funding a 13 Million Dollar project focusing on capacity building and bridging of skills gap in some FPIs and state governments, in partnership with the FG.

Programme Officer, KOICA Nigeria Office, Mr Kayode Adebisi who spoke for the Agency said Chang mentioned that the project

“Project for Building Digital Foundation of e-Government in Nigeria”, was signed in August 5 and expected to last for five years.

Relegated in APC Zamfara, Yari, Marafa quit ruling Party, join PDP

…As Maku also joins opposition party, declares governorship bid

Angered by their unfavourable treatment in the ruling All Progressives Congress (APC) in Zamfara State under the leadership of Governor Bello Matawalle, former governor of the state, Alhaji Abdulaziz Yari, and Senator Kabiru Marafa, yesterday, defected to the opposition Peoples Democratic Party (PDP), forming a new political realignment ahead of the 2023 general election.

In a similar vein, former Minister of Information and Communication in the administration of erstwhile President Goodluck Jonathan, Mr Labaran Maku, joined PDP, and proceeded to declare interest in the 2023 governorship election in Nasarawa State.

Both Yari and Marafa had objected to the defection of Governor Bello Matawelle from PDP to APC after he was made leader of the party in the state by a former chairman of the party’s caretaker committee and governor of Yobe State, Mai Bala Buni.

While Yari challenged this decision to no avail, he also enlisted to vie for the party’s national chairmanship but was forced to step down when President Muhammadu Buhari gave a clear indication that Senator Abdullahi Adamu was his preferred candidate.

The PDP chairman in Zamfara State, Colonel Bala Mande (rtd.), announced the defection of Yari and Marafa shortly after a stakeholders’ meeting in Gusau, the state capital. Mande said the party had finalised the issue of the defection of Yari and Marafa.

The chairman stated, “We have all agreed to work for the development of the party and the PDP in the state has welcome them to its fold. We will ensure justice and fairness to all members even after we have won elections in 2023.

The date for their grand reception to our party will be announced later, but we are going to implement all the agreements reached during the stakeholders meeting.”

Chairman, Publicity Secretary of Yari’s faction of APC, Alhaji Ibrahim Birnin Magaji, confirmed the development but did not give details.

“Yes, it is true we are moving to opposition PDP, and this is all I can say for now,” Magaji said.

But throwing more light on the development, Marafa, who was subtle in his submission, said there was no need wasting time in the ruling party, because APC was not Islam.

Marafa told journalists by telephone yesterday that it was only his religion, Islam, that he could not leave for anything, and that he could not continue to stay in a party, where he was not needed.

He said, “Let those people that are afraid of us come out and say they want to see us out and we can go out anytime now. As far as I am concerned, I am a fulfilled person as far as this project APC is called. If there is anything left, I am waiting to see how the architect of this cruelty meted out to the people of Zamfara State, how they are going to fare in politics.

“But for now, I am happy, I told them to their faces in Kaduna that they will never benefit out of the machinations they were doing at that time, that is Mai Mala and his co-travellers. And I’m happy that they have lost out and they have lost out disgracefully.

“I can move out of APC anytime I so desire now; anytime I want, I can move out. APC is not Islam. It is my religion that I cannot leave for whatever reason, but a political party, I can leave and join anyone of my choice anytime I feel like.”

While noting that APC treated him in unjustly, and he had two options, either to forgive or move out of the party, Marafa said, “It depends on what the new leadership desires to do. If they choose to toe the line of Mai Mala, we are definitely going out. Politics is about winning elections and everything, so, we cannot stay in a house that we are not needed.”

He recalled that at a time, there were rumours that he and Yari would be suspended, and he challenged them to do so but they could not.

According to Marafa, “I’m happy that they were unable to see our back as far as the APC project is concerned and I am happy that we have seen their back today. We have sent them back to their primary assignment, the one that they have rejected and as far as we are concerned, we have won.

“Mai Mala lost out disgracefully. He’s a young man, he has just started politics. We are going to see how he’s going to end in politics. Zamfara people are not the kind of people he can joke with.

“Mai Mala looked for our trouble, and I told him we are not going anywhere, I’m going to stay and fight him and I’m happy we have been able to march him action for action. And today, he and all his friends have lost out.”

Maku also spoke at the weekend in Abuja after submitting his expression of interest and nomination forms for the governorship of Nasarawa State at the national headquarters of PDP. He told newsmen that he was in the best position to restore peace and security in the state and deliver good governance. He said he would achieve these by connecting with leaders at all levels.

Maku stated,  “That (peace and security) is very crucial, because without that you cannot really achieve anything, as it is all over the north and even all over the country.

“I believe I am in the position to bring peace back to our state, offer proper leadership and good governance by connecting with leaders – traditional leaders, community leaders, professional leaders – across the board to see that we are able to bring peace to our state. That is very crucial because without that you cannot really achieve anything.

“As it is all over the north and even all over the country now, you need peace and that will be at the forefront. I know that everybody loves peace, I know this, but we need to work hard at it with vision, with capacity, with strength and with experience. I believe this is feasible and a lot of the people here are also committed to the project.

“The second one is to restore governance. If you go to our state now, hardly will you see any institution properly functioning. You need to retrain the entire civil service and reposition it to be able to execute the programmes of government, because the civil service is the engine room of governance.”

Maku equally promised to harness the abundant natural resources in the state for the overall benefit of its people.

According to him, “Nasarawa State is the richest states in the country. It is one of the richest in agriculture; it has one of the most fertile lands for agricultural production in Nigeria.

“Now, we need to work in the area of agriculture to prepare our farmers, just like Sardauna (Sir Ahmadu Bello) used to do in the 50s and 60s and was producing so much food for the north and selling to develop the north.”
