Broadband penetration hits 44.5% as NCC reviews short code services

0

Nigeria’s broadband usage has continued on the rise, moving up from 40.9% in February 2022 to 44.5% in July 2022, a figure considered hopeful for achieving the national broadband target of 70% in 2025.

Executive Vice Chairman of the Commission, Prof. Umar Danbatta, who disclosed this yesterday at the beginning of a three-day public inquiry on five telecom regulations and guidelines which began in Abuja, said emerging technologies and advancements in the sector, demand that the Commission is prepared to match these developments with appropriate regulations and guidelines.

“With the technological advancements anticipated in the coming years, it is expected that there will be a proliferation of devices in the industry. It is, therefore, essential for the Commission to ensure that the right regulatory frameworks can accommodate such eventualities”, he said.

At the event which was attended by all members of the Board of Commissioners, led by its Chairman, Prof. Adeolu Akande, the Commission’s CEO said the public inquiry which covered five areas of existing regulations, are aimed at achieving operational efficiency and operational excellence. He listed the regulatory instruments under review at the public inquiry to include: Type Approval Regulations, Guidelines on Short Code Operation in Nigeria, Guidelines on Technical Specifications for the Deployment of Communications Infrastructure, Guidelines on Advertisements and Promotions, as well as Consumer Code of Practice Regulations.

He said the focus areas were already articulated in some important documents guiding the operations of the Commission, which include the Nigerian National Broadband Plan (NNBP) 2020 – 2025, the National Digital Economy Policy and Strategy (NDEPS) 2020 – 2030, NCC’s Strategic Management Plan (SMP) 2020-2024, and its Strategic Vision Implementation Plan (SVIP) 2021–2025, which are being implemented towards achieving its mandate.

While stating that these strides are the results of the Commission’s regulatory efficiency and focused implementation of policies and strategies of the Federal Government of Nigeria, Danbatta said the public inquiry is in tandem with the Commission’s strategy of consulting stakeholders in all its regulatory interventions.

The EVC further stated that the amendment of these regulatory instruments were to reflect current realities, one of which is the anticipated deployment of the Fifth Generation (5G) technology, and management of short codes in Nigeria, including the Toll-Free Emergency Code 112.

Earlier, Head, Telecoms Laws and Regulations at NCC, Helen Obi, had stated that public inquiry allows the Commission to incorporate the comments and suggestions of industry stakeholders, in the development of its regulatory instruments.

She said the process ensures that the Commission’s regulatory instruments are in line with the current realities in the industry as it had done with some regulatory frameworks and guidelines in 2021.

Nigerian Communications Commission (NCC), has introduced registration fees on Type Approved telecommunication devices and short codes.

This is coming despite the existing 7.5% Value Added Tax (VAT) and soon to be implemented 5% excise duty Nigerian are already paying for and would be paying in telecommunication services.

The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta, disclosed this to Nigerian Newssphere during a Three-day consecutive public Inqury on some draft Telecom Regulations and Guidelines, where said the review became necessary due to current realities in the industry.

“It is important at this juncture to state that all (5) five regulatory instruments are existing instruments which are being amended to reflect current realities.”

While the the introduction of fees on type approved devices and short codes was made known in a presentation by the Principal Manager, Technical Standards and Networks Intergrity, Department, Nwanze Onyeye during his presentation.

“What the commission is introducing that was not there before is payment for type approved Telecom devices and short codes which used to be free.”

Speaking further Danbatta said, The regulatory instruments being reviewed cut across all sectors/segments of the telecommunications industry.

“The first instrument, the Type Approval Regulations, provide a framework for the approval of communications equipment for connection to communications networks in Nigeria, pursuant to sections 130 to 134 of the Nigerian Communications Act, 2003.”

“The second instrument, Guidelines on Short Code Operation in Nigeria, is intended to prescribe a standard of practice for providers of short code services and to provide a revised framework for the provision of these services and for the protection against misuse.

“The third instrument, being the Guidelines on Technical Specifications for the Deployment of Communications Infrastructure, provides standards to be adhered to by Communications services providers/operators, designers, fabricators and installers of Communications towers and laying of fibre optic cables towards ensuring environmental safety and sound engineering practices.

“The fourth instrument, is the Guidelines on Advertisements and Promotions, which provides minimum requirements and standards for promotional advertisements by licensed telecommunications operators in Nigeria. Finally, the fifth instrument, which is the Consumer Code of Practice Regulations, amongst other things, sets rules for consumer protection and prescribes the procedures to be followed by a Licensee in preparing approved consumer codes of practice, in accordance with section 106 of the Act.

“It is pertinent to add that the Commission has also introduced Business Rules for Type Approval to address issues that cannot be catered for in the Regulations and ensure that the Type Approval process is seamless.

“It is our expectation that this review will improve the standards and procedures for Type Approvals, Operation of Short Codes and Advertisement and Promotions, ensure a more robust framework for the deployment of Communications Infrastructure and guarantee that the procedures to be followed by a Licensee in preparing approved consumer codes of practice are in tandem with current realities.” He added

Head, Telecoms Laws & Regulations, Legal & Regulatory Services Department of the NCC, Ms. Helen Obi, said that Public Inquiry is an avenue that allows the Commission to incorporate the comments and suggestions of industry stakeholders, in the development of its regulatory instruments.

She said that the Commission had held Public Inquiries on the Registration of Telephone Subscribers Regulations, the SIM Replacement Guidelines, Frequency Spectrum (Fees and Pricing, Etc.) Regulations, Annual Operating Levy Regulations, Guidelines on National Roaming, Guidelines on Colocation and Infrastructure Sharing and the Spectrum Trading Guidelines.

“This process ensures that the regulatory instruments issued by the Commission are in line with the current realities in the industry.”

The event is slated to hold from Tuesday 9th August, 2022 to Friday 12th August 2022 with the primary reason of repositioning the sector.

Federal Government has commended the leadership of the Nigerian Communications Commission for remarkable strides of the agency that has earned remarkable international reputation for Nigeria and placed the telecom regulator in the forefront of the nation’s quest for forward looking national economic growth.

Permanent Secretary, Ministry of Communications and Digital Economy, Dr. William Alo, said this recently while receiving the management team of NCC, led by the Executive Vice Chairman of the Commission, Professor Umar Garba Danbatta, who briefed him on the status of the industry after his recent appointment to the Ministry.

“So far so good. The entire country, and beyond, is fully aware of the strategic importance of the NCC as a regulating institution of the telecommunications industry in Nigeria. And, of course, we are aware today that between oil and communications, the latter is gradually taking over in the provision of revenue for the country as the nation strives to diversify the economy,” he said.

He said of a truth, the quality of service has improved tremendously over the past few years now and that the Commission deserves a pat on the back for what it has done in that direction. “Your efforts are generally felt in the economy. So when you talk of digitalization of the economy the NCC and the operators are the first port of call”.

He requested the leadership of the Commission to continue the good work and also strive to bridge the infrastructural gap that may create a gap between the served and underserved communities in the country.

Prof Danbatta who provided a detailed briefing about the achievements Commission and its efforts to addressing all the challenges confronting the industry, intimated him with the key focus and targets of the Commission through the its launched Strategic Vision (Implementation) Plan SVP 2021 – 2025, which took into consideration, the provisions of the National Digital Economy Policy and Strategy 2020-2030, and National Broadband Plan 2020-2025.  He said the SVP has five focus areas which include: operational efficiency and regulatory excellence; facilitation of infrastructure provision for the digital economy; promotion of fair competition, inclusive growth and investment; improvement of quality of serve and quality of experience, and facilitation of strategic collaboration.

Prof Danbatta who led a team of two executive commissioners and directors of the Commission to the briefing, listed successes recorded since 2015 in  teledensity, broadband penetration, and significant contribution of the industry to the GDP that grew from 8.5% in the 4th quarter of 2015 to 12.61 in the 4th quarter of 2021, as the sector also attracted over $2 billion in foreign direct investment over the period.

He informed the new Perm Sec that the Commission under him has also remitted N463 billion to the Consolidated Revenue Fund from 2015 to April 2022, while landing permits have been issued to 53 Geo Satellite Orbits space stations and 923 non-GSO space stations.

NCC-CSIRT flags ‘HiddenAds’ Malware that jeopardizes users’ privacy

0

The Nigerian Communications Commission’s Computer Security Incident Response Team (NCC-CSIRT) has flagged a new malware, HiddenAds, which has infiltrated Google Play Store that can impact device performance and jeopardize users’ privacy.

In its advisory of August 8, 2022, NCC-CSIRT classified the virus, first identified by the McAfee Mobile Research Team, as high in probability and damage potential.

The malware infiltrated the Google Play Store in the form of several device cleaners or optimization apps.

According to the summary provided by NCC-CSIRT “Upon installation, it can run malicious services without the user opening the app. It also spams the user with irrelevant advertisements. The apps have received downloads ranging from 100,000 to over a million.

“Some of the apps HiddenAds masquerades as are: Junk Cleaner, EasyCleaner, Power Doctor, Carpet Clean, Super Clean, Meteor Clean, Strong Clean, Windy Clean, Fingertip Cleaner, Keep Clean, Full Clean – Clean Cache, Quick Cleaner, and Cool Clean.

“When a user installs any of the aforementioned apps, whether the user has opened the app or not, a malicious service is immediately installed on the device. The app will then attempt to blend into the app tray by changing its icon to the Google Play icon that every Android user is familiar with. Its name will also change to ‘Google Play’ or ‘Setting’. The device will then be bombarded with ads in a variety of deceptive ways, severely impairing the user experience,” the advisory stated.

Anyone that installs the compromised app will experience their device performance suffering significantly, clicking on the ads may result in stealth downloads/installation of other malware, users may inadvertently subscribe to services and be billed on a monthly basis, and the privacy of users will be jeopardized.

NCC-CSIRT advised users to avoid downloading questionable apps or apps they are unsure about while those who have installed any of the identified malicious apps should immediately delete them.

It further disclosed that where the malicious app’s icon and name have changed, it can be identified by the fact that it is removable while the legitimate Google Play app cannot be uninstalled.

The advisory recommended the installation of anti-virus/anti-malware software with a proven track record for detecting and removing malware.

The Computer Security Incident Response Team (CSIRT) is the telecom sector’s cyber security incidence centre set up by the NCC to focus on incidents in the telecom sector and as they may affect telecom consumers and citizens at large. The CSIRT also work collaboratively with the Nigeria Computer Emergency Response Team (ngCERT), established by the Federal Government to reduce the volume of future computer risks incidents by preparing, protecting and securing the Nigerian cyberspace to forestall attacks, problems or related events.

CWG: How female athletes champion Nigeria’s uncommon victory in Birmingham

…Buhari celebrates Team Nigeria as medals increase to 35

…Brume, Amuson, Iyiazi, Lawal set Commonwealth records

With 35 medals already in the bag, team Nigeria has recorded their best ever outing at the Commonwealth Games in 72 years.

Nigeria is seventh on the medals table with 12 golds, nine silver and 14 bronze making 35 medals received at this year’s games holding in Birmingham.

This feat is historic in Nigeria’s sporting participation and more intriguing as majority of the medals, including 12 gold for the country, were won by the nation’s talented young women and girls.

Nigeria’s second best outing – 11 gold, 11 silver and 14 bronze medals – was at the Glasgow edition of the Games in 2014.

On the honours call include: multi-medalist Tobi Amusan (100m Women’s Hurdle and 4x100m Relay), Favour Ofili, Rosemary Chukwuma, Grace Nwokocha (4x100m Relay); Miesinnei Mercy Genesis (50 kg), Blessing Oborududu (57 kg) and Odunayo Adekuoroye (57kg) in Women’s Freestyle wrestling; as well as Adijat Adenike Olarinoye (55kg) and Rafiatu Folashade Lawal (59kg) in Women’s weightlifting.

Other gold medalists are Folashade Oluwafemiayo, Women’s heavyweight Para Powerlifting, Eucharia Iyiazi, Women’s shot put, Chioma Onyekwere and Goodness Nwachukwu in Women’s Discus throw, and Ese Brume, long jump.

Fresh from setting a new world record and turning the new world champion at the World Athletics Champion in Oregon, hurdler Tobi Amusan set the tone on Sunday as she claimed one of the three gold medals Team Nigeria needed to win to shatter their performance of 28 years ago.

Amusan successfully defended the 100m hurdles title she won in 2018 in Gold Coast, Australia to become the first Nigerian athlete in history to successfully defend a Commonwealth Games 100m hurdles title as she finished the final in 12.30secs to claim Nigeria’s 10th gold medal in Birmingham.

A notable contrast would be that unlike in 1994, the men dominated proceedings, winning nine out of the 11 gold medals at the global tournament, and winning 31 out of the total 37 medals, while the women won just six.

In this year’s edition, however, the women have grabbed all the headlines, and have rewritten the history books. And what better way to do that than to win the first gold medal of the tournament as Adijat Olarinoye set a new Commonwealths Games record to claim gold in weightlifting.

Weightlifting has proven to be a ‘goldmine’ event for Nigeria just like in 1994 when six of the 11 gold medals came from the category with the men winning all.

Oliver Toby (152.5kg), Najite Ogboju (125.0kg), Moji Oluwa (165.0kg and 295.0kg), Lawal Riliwan (132.5kg), and Christopher Onyezier (155.0kg) all set Games Record in the tournament in Victoria, Canada.

Iyiazi wins gold, sets Games record
Nigeria’s Eucharia Iyiazi won gold in women’s F55-57 Shot Put final at the ongoing Birmingham 2022 Commonwealth Games on Saturday.

Iyiazi threw a new Commonwealth Games record of 10.03m to win the gold medal for Nigeria.
Brume reclaims Long Jump Gold in record-breaking fashion

African long jump record holder Ese Brume who reclaimed the Commonwealth Games long jump title in record-breaking fashion Sunday evening at the Alexander Stadium in Birmingham.

The Nigerian, 26, who first won the title in 2014 as an U20 athlete was absent in the Gold Coast, Australia four years ago to defend her title.

With a World Athletics Championships silver last month in Oregon, USA, Brume returned to the Commonwealth Games stage with just one thing on her mind: to reclaim her title and she did it by breaking the 6.97m Games record held by Australia’s Bronwyn Thompson twice.

Brume began her journey to the top of the podium with a foul but returned with a big bang in the second, a huge 6.99m to set a new Games record.

She equalled her Games record in the fourth round again after jumping 6.81m in the third before finally putting the icing on her cake with Games’ first ever 7m jump.

The World Athletics Championships indoor and outdoor silver medalist hit the 7m mark to set her second Games record of the night and become the second Nigerian track and field athlete in Commonwealth Games history to win gold medal at two editions of the Games.

She is also the third Nigerian track and field athlete to win at least two gold medals at the Games after Blessing Okagbare (100m and 200m in 2014) and Tobi Amusan (100m hurdles, 2018 and 2022 and 4x100m in 2022).

Brume is the second Nigerian woman to win the long jump gold medal after Modupe Oshikoya first won it in 1974 to become the first Nigerian woman to win the gold medal at the Games.
Wrestlers Adekuoroye, Oborududu retain C’Wealth title

Wrestlers Odunayo Adekuoroye, Blessing Oborodudu and Esther Kolawole increased Nigeria’s medal haul to 16 at the ongoing Commonwealth Games in Birmingham after the duo claimed gold in their respective wrestling event on Friday.

Three-time world championships medallist, Adekuoroye, won her third straight gold medal at the Commonwealth Games after beating Anshu Malik from India 7-3 in the final of the women’s 57kg freestyle wrestling event.

Before now, Adekuoroye won gold in the 53kg freestyle category at the 2014 edition of the games in Glasgow as well as gold in the 57kg freestyle category.

Malik, the top seed in her category at Birmingham 2022, started cautiously against Adekuoroye.

The experienced Adekuoroye opened the scoring with a two-point throwdown and doubled her lead just before the break to take a 4-0 lead heading into the second period.

The young Indian wrestler, meanwhile, struggled to find a way through the Nigerian’s strong defence and only won her first point of the bout through a passivity penalty on Adekuoroye.

The Nigerian eventually won the bout 7-3 to win her third straight gold at the CWG. The match originally ended 6-4, but a point got swapped due to an unsuccessful challenge by Anshu’s camp after the match ended.

Oborududu also edged Linda Morais from Canada in the women’s 68kg category final. The feat sees her become a two times Commonwealth Games Champion.

Nigeria’s quartet of Tobi Amusan, Favour Ofili, Rosemary Chukwuma and Grace Nwokocha won gold in the women’s 4 x 100 relay race.

The quartet ran fervently to clinch another gold in the 4x100m women’s relay event on Sunday with a time of 42.10s, thereby, setting another African record.

The women’s victory in the relay was coming just after Amusan successfully defended her title at the Alexander Stadium on Sunday in the women’s 100m hurdles final.

Amusan was able to run a Games record of 12.30s, setting other records as well, and becoming the first world champion to win gold and the first Nigerian athlete to do the same.

Amusan was one of the favourites to get the gold at the tournament following her impressive showing at the World Athletics Championships in Oregon, the United States, which saw her break multiple records to win Nigeria’s first gold at the World Championships.
The 25-year-old ran a blistering 12.30secs to claim the gold and also set a new Games Record in Birmingham.

Speaking after her victory, Amusan said,

“Honestly, I believe in my abilities but I was not expecting a world record at these championships.

“The goal is always just to execute well and get the win. So the world record is a bonus. I knew I had it in me but I could not believe it when I saw it on the screen after the semis.

“Before the final, I just tried to stay calm and to do my best. I took a deep breath knowing that I have some goals to accomplish and it worked pretty well. I knew it was very fast but not this fast.”

Meanwhile, the President Muhammadu Buhari has celebrated the athletes that represented Nigeria gloriously in the competition.

The President in a statement by his media aide, Femi Adesina, on Sunday night, joined millions of other sports loving Nigerians to watch some of the colourful and spectacular moments in the 11-day competition, which had no fewer than 5,000 athletes representing 72 nations and territories, competing in 280 medal events.

Saluting the memorable display of Team Nigeria athletes, the President commended the 94 worthy ambassadors that proudly flew the Nigerian flag in nine sporting events, and for those exciting moments when the medalists brought smiles to our faces by breaking world, national and games records, as well as achieving personal bests in their career.

With 35 medals, including 12 gold, nine silver and 14 bronze harvested already on the late evening of the 10th day of the Games, and more medals likely for the country on the last day, the President thanked the shining stars of Nigeria for competing among the best in the world and displaying the God-given attributes of the real Nigerian never give up, strive to the end.

‘‘We are proud of these achievements and the memories will linger with the nation forever and for me this is a special moment and a fitting parting gift, being my last Commonwealth Games as Head of State,” the President said.

The President also lauded the coaching crew and team officials for the passion towards the development of sports in the country, assuring them that history will remember them for all their contributions in making our athletes shine in the international arena.

Another star was Sprinter Favour Ofili who won the silver medal in the final of the Women’s 200 meters race at the 2022 Commonwealth Games.
The 19-year-old clocked 22.51secs to finish behind Jamaica’s Elaine Thompson-Herah (22.02secs) and above third-placed Christine Mboma of Namibia who ran 22.80secs at the Alexander Stadium on Saturday night.

The race was the last event of day nine at the Commonwealth Games and saw Nigeria claim its 30th medal to finish sixth on the medal table.
Mary Onyali was the first Nigerian athlete to have competed in that division in 1994.

Olubadan of Ibadan backs clamour for telecom infrastructure protection

0

Mr. Kunle Olorundare, Principal  Manager, Technical Standard and Network Integrity, Nigerian Communications Commission (NCC); Ms. Mistura Aruna, Head, Consumer Information and Education, NCC;  Chief, Ademola Odunade, the Ayingun Olubadan of Ibadanland; Prof Adewolu Akande, Chairman, Board of Commissioners, NCC; Mr.  Efosa Idehen, Director, Consumer Affairs Bureau, NCC and Mr. Akanbi Akinwale, Principal Manager, Ibadan Zonal Office NCC, during the 3rd Village Square Dialogue with telecom consumers held in Ibadan recently.

The advocacy for telecom infrastructure protection across the country by the Nigerian Communications Commission, (NCC) has received royal blessings and support of the Olubadan of Ibadan, Oba Lekan Balogun, who has urged every citizen in Nigerian to take responsibility for the protection of telecom facilities for mutual benefit of all.

The monarch, who spoke through the Ayingun Olubadan of Ibadanland, Chief Ademola Odunade, at the Village Square Dialogue (VSD) of NCC at the Mapo Hall, Ibadan recently, advised the Nigerian public “to support NCC to achieve its objectives of protecting telecoms consumer because this should be seen as a collective responsibility.”

The event, which was presided over by the Chairman of the Board of the NCC, Prof. Adeolu Akande, was designed to discuss one of the most important issues affecting the operations of the telecom industry – the protection of telecoms infrastructure to guarantee improved quality of service for benefits of businesses and the consumers.

Akande, in his address to guests at the forum that witnessed large turnout of traditional rulers, representatives of telecom operators and consumers, asked the consumers and other stakeholders to join hands in protecting telecoms infrastructure in their communities to ensure sustained connectivity.

Akande said the objective of the consumer engagement was “to explore how we can all protect telecom infrastructure to continue to provide us with life-supporting services and we are happy to bring this programme to Oyo State to really sensitise telecom consumers and other critical stakeholders in this regard.”

Prof. Akande noted that without telecom infrastructure, it will be difficult to communicate with family and friends over long distances while conducting banking, insurance, or access government services, education, entertainment and other essentials of life.

“This means that telecom infrastructure is important, and we must all ensure that we guard and protect this Critical National Infrastructure,” Akande said.

He also listed such destabilising situations in the telecom sector to include the negative attitudes and actions of hostile communities; theft of diesel, batteries and power generators from base stations; digging up and cutting of fibre optic cables; sealing/locking up of Base Transceiver Station (BTS) sites and other disruptive activities which must be tackled decisively.

Director, Consumer Affairs Bureau of NCC, Efosa Idehen, who commended the consumers from the Ibadan axis for turning out in numbers, pledged the Commission’s commitment towards the care of the consumers. Idehen stated that NCC has the responsibility to protect, inform and educate the million of telecom consumers in the country.

“Therefore, part of activities to deliver on this mandate is this type of programme holding in Ibadan today. We value your feedback on all kinds of services you receive in the telecoms sector but most importantly, we implore you to join hands in protecting telecom infrastructure in your areas,” he said.

Idehen advised members of the public to report any suspected cases of threats to telecoms infrastructure to law enforcement agents in their areas for necessary interventions. He reminded them that they can call toll-free numbers 112 in cases of emergencies or 622 to report complaints bordering on telecommunications services to the NCC.

Assistant Inspector General of Police, AIG, in charge of Zone 12 with headquarters in Bauchi, Audu Madaki, has sustained bullet wounds as suspected terrorists attacked their vehicle near Kwoi in Kaduna State.

The attack occurred on Tuesday when the AIG was traveling from Bauchi to Abuja in his staff without escort vehicles.

According to security sources who spoke to Daily Nigerian on the condition of anonymity, the attackers came in a Volkswagen Sharon and opened fire on the vehicle.

The sources said Mr Madaki sustained two bullet wounds on his leg, while his orderly was shot dead by the hoodlums.

A source said the AIG made the mistake of plying the dangerous road without his full convoy.

“He was wrong to travel through a very dangerous terrain without his convoy. He only travelled in his staff car with his driver, his escort commander and orderly.

“But for the gallantry of his escort commander who returned the fire, the situation would have been worse.

The police are yet to officially speak on the incident.
