Yanluowang Ransomware: NCC-CSIRT urges stronger security measures

The Nigerian Communications Commission’s Computer Security Incident Response Team (NCC-CSIRT) has urged organisations to adopt stronger cybersecurity measures.

These measures include ensuring that organisations’ employees use strong, unique passwords for every account and enabling multi-factor authentication (2FA) wherever it is supported to prevent ransomware attacks as well as advising organisations to ensure regular systems backup.

The NCC-CSIRT’s warning contained in its advisory of August 12, 2022, came after the Yanluowang threat actors gained access to Cisco’s network using an employee’s stolen credentials after hijacking the employee’s personal Google account containing credentials synced from their browser.

Ransomware is a malware designed to deny a user or organization access to files on their computer until they pay the attackers.

Cisco reported the security incident on its corporate network but said it did not identify any impact on its business although the threat actors had published a list of files from this security incident on the dark web on August 10.

NCC-CSIRT estimated potential damage from the incident to be critical while predicting that successful exploitation of the ransomware will result in ransomware deployment to compromise computer systems, sensitive products and customers’ data theft and exposure, as well as huge financial loss to organizations by incurring significant indirect costs and could also mar their reputations.

The team said, “The first step to preventing ransomware attacks is to ensure that employees are using strong, unique passwords for every account and enabling multi-factor authentication (2FA) wherever it’s supported.”

It further disclosed that “In response to the attack, Cisco has immediately implemented a company-wide password reset. Users of Cisco products should ensure a successful password reset.

“As a precaution, the company has also created two Clam AntiVirus signatures (Win.Exploit.Kolobko-9950675-0 and Win.Backdoor.Kolobko-9950676-0) to disinfect any potentially compromised assets. Clam AntiVirus Signatures (or ClamAV) is a multi-platform antimalware toolkit that can detect a wide range of malware and viruses.

“User education is critical in thwarting this type of attacks or any similar attacks, including ensuring that employees are aware of the legitimate channels through which support personnel will contact users, so that employees can identify fraudulent attempts to obtain sensitive information. Organisations should ensure regular systems backup,” the advisory urged.

The CSIRT is the telecom sector’s cyber security incidence centre set up by the NCC to focus on incidents in the telecom sector and as they may affect telecom consumers and citizens at large.

The CSIRT also works collaboratively with the Nigeria Computer Emergency Response Team (ngCERT), established by the Federal Government to reduce the volume of future computer risks incidents by preparing, protecting and securing the Nigerian cyberspace to forestall attacks, problems or related events.

Wike says report of him suing Atiku over PDP Presidential Primary is fake

Rivers State Governor Nyesom Wike has denied filing a suit against the Peoples Democratic Party, its presidential candidate, Atiku Abubakar and Sokoto State Governor Aminu Tambuwal.

Speaking at the commissioning of House of Assembly Quarters in Port Harcourt, Wike said he was focused on delivering the dividends of democracy to the people of Rivers State.

“People have called me that I went to court against Atiku Abubakar,” he said.

“I want to state categorically that I didn’t go to court. I just want to say it for Nigerians to know. I have kept quiet. I am busy with delivering the dividends of democracy.

“If they lose election, nobody should call my name. I have told the candidate.

“If I wanted to go to court, I would have gone to court within two weeks.

“It is the candidate’s group that are doing all these things. Let the world hear. They are the ones plotting all these things, thinking they will spoil my name.

“We are supposed to be talking about winning election.”

Federal Government via the Minister of Communications and Digital Ecoonomy, Prof Isa Pantami on Friday inaugurated a presidential steering Committee to review Integrated Payroll and Personal Information System(IPPIS), the Treasury Single Account(TSA), Government Integrated Financial Management System( GIFMIS) over irregularities.

This is as Prof Pantami was designated to chair the special committee.

In his remarks during the inauguration ceremony, Pantami confirmed that the systems have technical challenges which needed to be corrected.

He said the singular mandate of committee is to proffer solution to the possible leakages inherent in the systems that are being exploited by evil people to divert public funds.

“On behalf of President Muhammed Buhari. I am to inaugurate the Presidential technical committee.

“”I am to inaugurate a technical Presidential committee, Integrated Payroll and Personal Information System (IPPIS), Government Integrated Financial Management Information System (GIFMIS) and Treasury Single Account (TSA).

“This technical committee, has been mandated by Mr President through a letter written by my humble self, requesting his approval to review some of the technical processs and systems deployed in government.

“This committee, will serve as a president committee with the mandate of ensuring the review of the strengths of these systems and the challenges or weaknesses and advice Mr President on how to improve particularly, if there are leakages that are being exploited by evil people. The issue came about on the 19th July 2022, we had a meeting with Mr President along with other ministries where some technical issues and some Challenges were discussed. In the Course of the discussion, I made a presentation, there and then Mr President directed me to formalize it so that he will approve for further implementation.

“Historically, as we all know, these three ICT systems for the first one (IPPIS), the process of its deployment commenced in 2006 while for GISFMIS, it deployed commenced in 2012. While TSA, the process commenced in 2015. At the time they were deployed, the provision of NITDA act 2006 under section A, of setting the standardization of ICT deployment in federal public institutions were not followed. Because of this, these three systems were not subjected to government certification and IT project clearance as encouraged by law and many other government policies.

“However, inspite of that, many achievements have been recorded by their deployment. For example, based on the report from the relevant institutions of government, the IPPIS, saved the government over N120 billion naira. While the TSA saved over N10 trillion naira for government. These records show that at least government has recorded some gains from their deployment, particularly, with the recent allegations coming up that these system are being exploited by evil people where they syphone money, and we read these allegations from time to time. It is because of this, after my submission to Mr President ok this allegations that they should not be ignored and we must identify where the challenges are if any and see how these systems can be enhanced technically so that we be able to consolidate the gains achievers so far and also improve on them to achieve many more successes. It is because of this, we converged here under Presidential technical committee which is going to be inaugurated.

“The committee is for ministers and CEOs. However, looking at the technical nature of the work, Mr President has approved for us to set up a technical committee that will do the work, and that committee will be supervised by the Ministry of Communications and Digital Economy, and other relevant government institutions where their role is mentioned.

“While NITDA, looking at it’s mandate will serve as the secretariat. The approval and the directive given by Mr President it is clearly mention that all government institutions that managed these three systems (IPPIS, GIFMIS and TSA) must give unlimited access to the committee to ensure that they come up with a very strong recommendation to Mr President for approval. Any institution that fails to give access will be reported to Mr President immediately and in additional addition to that recommendation, a punishment is going to be recommended to Mr President for implementation”, he stated.

Members of the committee are Chief Executives, Director General of Agencies, including the National Information Technology Development Agency(NITDA), Galaxy Bankbone, Federal Ministry of Finance, Budget and National Planning, Economic and Finacial Crimes Commission, Office of the Head of Civil Service of the Federation, Office of the Auditor-General of the Federation, National Salaries, Wages and Income Commission, Bureau of Public Service and Reforms(BPSR) and the Federal Ministry of Communications and Digital Economy(FMoDE).

Recall that federal civil servants, Academic Staff Union of Universities(ASUU) and others have faulted the implementation of IPPIS, TSA and GIFMIS over irregular deductions.

Nigerian Newssphere learnt that the suspended Accountant General of the Federation, Mr Idris Ahmed is currently facing persecution over diversion of funds from TSA, IPPIS systems.

However, Minister, Pantami has assured that recommendations, advices from the inaugurated special committee would cleanse the systems from the manipulation of corrupt people.

 

Why Gov El-Rufai says terrorists are running ‘parallel government authority’ in Kaduna state

Unfortunately for Nigerians, terrorists are consolidating their grip on communities in Kaduna with a parallel government and permanent operational base, according to Governor Nasir El-Rufai in a memo to President Muhammadu Buhari.

El-Rufai in the memo, warned the president of the terrorists’ consolidation in a late July memo, according to online platform, Premium Times.

The terrorists belonging to Ansaru for short, are believed to have moved to Birnin Gwari in Kaduna State in 2012 when they broke away from Boko Haram.

In the memo, the governor laid  bare how the terrorists have infiltrated and dominated communities and formed “a parallel governing authority,” exercising control over social and economic activities and dispensation of justice in the area.

He said the terrorists had advanced in their plans to make Kaduna forest areas their “permanent operational base” for the North-west region, citing a “series of intelligence reports.”

“Observed movement patterns and intercepted communications of migrating terrorists have shown a clear interest in setting up a base, with the stretches of forest area between Kaduna and Niger states strongly considered,” he wrote.

Law banning political activities

As the political activities towards the 2023 general elections pick up steam, the terrorists, El-Rufai told Buhari, have promulgated a law to ban residents from participating.
“The insurgents enacted a law in the District, banning all forms of political activity or campaign ahead of the 2023 elections, especially in Madobiya and Kazage villages,” the governor wrote.

The Ansaru terrorists are known to have an extremist ideological posture against democracy and secular authorities.

In 2021, the census enumeration exercise could only hold in two of the 11 wards that form Birnin Gwari due to the threat of armed banditry and terrorism, officials in both Kaduna State government and the population commission had said.

The ban on political activities, the governor said, followed a recent wedding ceremony involving the terrorists.

“According to actionable intelligence, members of the Jama’atu Ansarul Musulmina Fi’biladis Sudan (aka Ansaru) are hibernating in Kuyello district of Birnin Gwari LGA, which recently conducted a nuptial ceremony during which they married two yet-to-be-identified female residents of Kuyello village,” Mr El-Rufai wrote.
“The ceremony was attended by various Ansaru members and witnessed by residents of the area. After the marital rites, insurgents in attendance reportedly conveyed the brides to the dreaded Kuduru forest, in the same District.”

Extracting revenues

In the area of adjudicating disputes, Mr El-Rufai said the terrorists “fined one Mu’azu Ibrahim, a resident of Kuyello community, the sum of One Million Naira for selling plots of land without the consent of the owners.”

In addition, with the government becoming removed from rural communities, leaving them at the mercy of violent criminals, terrorists, Mr El-Rufai suggested, are manning the ungoverned space and extracting revenues from the people.

“Multiple reports also exist of bandits and terrorists exacting protection levies and similar taxes from farmers and communities, in return for permission to cultivate their fields,” the governor said.

Terrorism researchers say that revenues from taxes and levies forced on ungoverned spaces – created by the failure or limited capacity of the government – are a major source of financing and sustenance for terrorists.

Like the Kaduna situation described by El-Rufai, ISWAP terrorists based on the Lake Chad islands are also extracting huge revenues from the fishing activities and pastoralists operating in the area.

El-Rufai, when contacted, said he would not comment on this story because his correspondence was supposed to be confidential communication to the president.
In 2016, he wrote a similar confidential letter to the president, warning that the Buhari administration was losing momentum just about a year after coming to power.

FG to add 204MW electricity capacity in Ekiti

The federal government has begun the construction of a 132 kilovolts transmission line, a 2 X 60MVA transmission substation, and a switching station in Ekiti state to raise the state’s capacity by 204 megawatts (MW).

This was contained in a statement released to Nigerian Newssphere on Wednesday by Transmission Company of Nigeria(TCN), General Manager Public Affairs, Mrs Ndidi Mbah.

The Minister of Power, Engr. Abubakar D. Aliyu, during the groundbreaking ceremony in Ado Ekiti on Wednesday, said the project consists of a 50 kilometre stretch of 132kV transmission line from Ikere (Ado Ekiti) with a turn in – turn out at Ijesa Isu that terminates at Ilupeju Ekiti.
It also has a 2X60MVA, 132/33kV transmission substation with four line bays at Ijesa Isu Ekiti with a switching station at Ikere (Ado Ekiti) in the state.

The Minister who was represented by the Managing Director and CEO of the Transmission Company of Nigeria, TCN, Engr. Sule Ahmed Abdulaziz, said: “For TCN, this is a very strategic project and we believe it will have a massive impact on bulk power transmission in Ekiti and environs.

“The projects are part of the many projects being undertaken by the Transmission Company of Nigeria in pursuit of its grid expansion programme which is in line with Mr. President’s mandate for the expansion of the Power Sector for sustainable development.”

The Minister said in various transmission regions nationwide, TCN is equally executing substations and lines projects which are all at various stages of execution.

“These are a clear indication that the Federal Government is not relenting in its determination to ensure that the nation’s power sector receives the desired boost.

For the residents of Ekiti State and its environs, the additional 204MW capacity to the grid means that more bulk supply will be readily available for offtake by Benin DisCo for its customers in Ekiti and environs,” he noted.

The substations’ project will also take care of suppressed load in this axis and relieve the Ado-Ekiti substation which has been overburdened to ensure a more reliable electricity supply to the people of Ekiti, he added.

The Minister also called on Ekiti residents to support the government efforts against vandalism of power facilities, saying, “We must demonstrate our collective responsibility toward preserving the nation’s power equipment in and around our communities so that the government can concentrate on its grid expansion initiative instead of wasting funds replacing vandalized power infrastructure.”

In his remarks, the Governor of Ekiti State, Kayode Fayemi said, the state receives just only 26MW of electricity from the national grid.
“This level of electricity supply is worrisome and grossly inadequate going by the energy need of our population, estimated to be around 150 megawatts in 2014. Beyond this intolerable level, the quality of the electricity supply is grossly below standard due to non-availability of adequate 132/33KV transmission line and the associated equipment that can help improve the quality of power to be delivered to our people, especially those in the Interior and the rural areas,” stated Fayemi, represented by his deputy.

The governor said although, the project is one of the Federal Government awarded contracts, “for us as a state, the project, when completed will complement the plans of the Ekiti State Government at improving the quality of energy supply to the 16 Local Government Areas of the state.”

 

Seplat/ExxonMobil deal: Controversy heightens as Buhari orders investigation into alleged $100m bribe

In what has become an obvious controversy, President Muhammadu Buhari has ordered immediate investigation into an allegation of $100 million bribe shared among top officials, which was reportedly done to scurry favour from the Federal Government’s in order to approve Seplat Energy Plc’s acquisition of shares and Mobil Producing Nigeria Unlimited (MONU).

Recall that the earlier botched approval in the share acquisition deal between Seplat Energy Plc and Mobil Producing Nigeria Unlimited (MPNU) was reportedly uncovered by the presidency, this is in accordance with the Persecondnews.

The largesse was reportedly shared amongs echelon officials of the Presidency directed at shortchanging the due process which almost led to the purported approval announced by President Muhammadu Buhari.

According to a report by Persecondnews the President, having felt embarrassed by the development ordered for the Department of State Service (DSS) to investigate the matter.
Meanwhile, having understood he had been hoodwinked, Buhari has ordered reversal of his earlier authorisation of Seplat Energy’s takeover of ExxonMobil’s shallow water business in Nigeria, throwing his weight instead behind the regulator’s decline of the $1.3 billion transaction.

The President decided the position of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is to be supported, and the earlier confusion was because “Various agencies involved in (the) decision had not coordinated well among themselves.”

According to the Premium Times, “It has become clear that the various agencies involved in the decision had not coordinated well among themselves and having looked at all of the facts with all of the ramifications, the president decided the position of the regulator is to be supported,” Spokesperson Garba Shehu said.

Earlier, the Presidential Spokesperson, Femi Adesina had said Buhari had approved the sale to Seplat.

He claimed the President’s approval was in his capacity as Minister of Petroleum Resources and the approval was in consonance with the country’s drive for Foreign Direct Investment in the energy sector and considering the “Extensive benefits of the transaction to the Nigerian Energy sector and the larger economy.”

In a swift reaction, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) said the proposed takeover of Mobil Producing Nigeria Unlimited by Seplat Energy was a regulatory matter and it had notified ExxonMobil the transaction could not go through.

“As it were, the issue at stake is purely a regulatory matter and the Commission had earlier communicated the decline of Ministerial assent to ExxonMobil in this regard. As such the Commission further affirms that the status quo remains,” the CEO of the Commission, Gbenga Komolafe said.

“The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) affirms that status quo remains in respect of ExxonMobil/Seplat Energy share acquisition.

“Responding to media enquiries on latest development about the transaction, the Chief Executive of the NUPRC Engr. Gbenga Komolafe clarified that the Commission in line with the provisions of the Petroleum Industry Act 2021 is the sole regulator in dealing with such matters in the Nigerian upstream sector.

Recall that the right over the assets had been secured by the Nigerian National Petroleum Company Ltd while it has also in July won a court decision temporarily blocking Exxon Mobil Corporation from selling assets in Nigeria to Seplat Energy Plc.

Also, a federal high court judge in Abuja had granted NNPC an “Order of interim injunction” on July 6, 2022, barring ExxonMobil “from completing any divestment” in a unit that ultimately operates four licenses in Nigeria.
NNPC had prayed the State High Court of the Federal Capital Territory, to declare that a conflict happened between the state-owned oil company and MPNU over the “interpretation of preemption rights under their Joint Operating Agreement (JOA) and order NNPC and MPNU to arbitration as required by the JOA.”

Seplat Energy claimed neither itself nor Seplat Energy Offshore Limited was a party in the lawsuit, insisting the share purchase agreement remained valid.

The asset purchase would enable Seplat Energy to scale up production by 95,000 barrels of oil a 7day from assets in a joint venture ExxonMobil runs with NNPC.

After the President declined Seplat’s bid in favour of NNPC last week, it was shocking when the now botched approval was announced by the President, a move many stakeholders in the industry said it was counterproductive to the NNPC limited new status in the industry.

Don’t portray PWDs as object of charity, pity- DRAC urges media

Disability Rights Advocacy Centre(DRAC) has urged Nigerian media not to portray Persons With Disabilities(PWDs) as object of charity and pity.

The Executive Director, DRAC, Dr. Irene Patrick- Ogbogu stated this during a day training of journalists and media influencers in Abuja on Tuesday.

Dr Irene stressed that PWDs have Rights hence should be given equal representation in the media.

She disclosed that DRAC is committed to supporting PWDs with innovative strategies.

“We’re asking the media to improve on the way they portray persons with disabilities in their reportage. To also actively tried to dispel the myths and stereotypes, those negative myths and stereotypes about persons with disabilities, the way they are portrayed negatively as objects of charity as recipients of goodwill or not as rights holders, persons with disabilities everywhere they are have rights like every other person, and it is the job of the media to let society know that these are rights holders and to ensure that discrimination and exclusion of persons with disabilities comes to an end.

“This can only happen if the media is properly and appropriately representing persons with disabilities. So when persons with disabilities read things in the media, the media should portray it, as gratifying not to keep portraying them as pitiful characters, objects of pity objects of sympathy so that’s basically what we’re saying.

“What we are discussing at this meeting today is part of our efforts of continuously engaging with the media so that the media know that their role is a very important role in society, particularly when it comes to influencing the way society views a particular group of people in this case, persons with disabilities. So basically, that’s the message”, she said.

Speaking on the efforts of the Organization to improving the lives of PWDs said, “Most of our work revolves around doing things innovatively either using innovative strategies or bringing in innovative technology that can aid the lives of persons with disabilities.

“Recently, we’ve been engaging with the Ministry of Science and Technology to ensure that persons with disabilities have right the type of access they need to assistive technology so that they can because one of our main messages as an organization is independent living for persons with disabilities.

“So when they have the right access to assistive technology, they can live innovatively. We’re also using, you know, innovative means or innovative strategies to do all the work that we do, whether it is in terms of disability inclusion or access to health care, you know, we work with all kinds of all the wide range of service providers to ensure that they’re providing services to persons with disabilities and for them to effectively do this. We have to introduce innovative strategies to them”, she stated.

The event hosted media practitioners, influencers, primarily on the need to improve media reportage of PWDs in Nigeria.

WAPP to create liquidity enhancement fund as chairman lauds financial transparency

The West African Power Pool (WAPP), is planning to create a Liquidity Enhancement Revolving Fund, LERF, for the ECOWAS Regional Electricity Market.

Chairman, Executive Board of WAPP, Engr. Dr. Sule Ahmed Abdulaziz, stated this at the weekend, during the 54th meeting of the Executive Board Meeting held in Cotonou, Benin Republic.

Engr. Abdulaziz said, “The review and adoption of the documents proposed by the Task Force on the creation of the Liquidity Enhancement Revolving Fund (LERF). The creation of this fund will provide the ECOWAS Regional Electricity Market with a very important tool for electricity trading by reducing the level of outstanding bills, thereby providing stakeholders in the trade with a high degree of robustness and sustainability.”

Speaking further at the meeting which is the second this year, he urged the participants to examine the documents carefully and make relevant comments on the documents proposed by the WAPP Finance Committee.

The WAPP chief also lauded the  well documented  2021 financial statement of the organisation. Saying, ” when I look at the financial statement, I get the feeling that the WAPP is working hard and is quier transparent as shown by the independent audit, this attests that the financial statements are regular, sincere, and in accordance with international standards,” stated Abdulaziz.

In his remarks, the Secretary General of WAPP Executive Board, Siengui Ki Apollinaire, emphasised that the latest financial statements were declared transparent.

He said, “The 2021 budget was executed transparently and rigorously, and it is with pleasure that I announce that the 2021 consolidated financial statements of our organization have been declared regular, sincere, and compliant with international standards by a well know  independent auditor”.

Mr. Ki expressed gratitude to Mr.Patrice Talon, President of the Republic of Benin, for the hospitality extended to the organization and for hosting the meeting.
