US embassy raises alarm over ‘elevated risk’ of terror attack in Abuja

…Advises citizens to avoid non-essential travels

United States Embassy in Nigeria has raised alarm over ‘elevated risk’ of terror attack in Nigeria, specifically the Federal Capital Territory, Abuja.

The Embassy advised American citizens in the nation’s capital, Abuja to avoid all non-essential travel or movement, crowds and to stay alert.

They are to also carry proper identification, review their personal security plans and keep cell phones charged in case of emergency.

The alert was released by the U.S Embassy in Abuja on Sunday.

The alert read, “There is an elevated risk of terror attacks in Nigeria, specifically in Abuja. Targets may include, but are not limited to, government buildings, places of worship, schools, markets, shopping malls, hotels, bars, restaurants, athletic gatherings, transport terminals, law enforcement facilities, and international organizations.”

On actions to take by residents, it noted “Avoid all non-essential travel or movement. Stay alert. Avoid crowds. Review your personal security plans and keep your cell phone charged in case of emergency. Carry proper identification.”

The Embassy added that it would offer reduced services until further notice.

As the campaigns for 2023 forthcoming election heat up, the presidential candidate of Social Democratic Party, Prince Adewole Adebayo said he will manage Nigeria effectively as women take care of their homes if elected.

Adebayo disclosed this to Journalists in Abuja on Saturday during a three-day meeting with presidential hopefuls from several political parties with the theme: Good Governance for Better Nigeria.

He noted that women empowerment is key to ending challenges facing Nigeria.

He added that, “The amount of money Nigerian National Petroleum Company Limited is losing every month is enough to put every Child in school in Nigeria, provide housing for all Nigerians and built every dilapidated roads in Nigeria.

He urged all presidential candidates to stick with ‘Responsible Politics’ devoid of violence and financial inducement.

“With the way, I approach governance, women have a major role to play because I grew up well-taken care of.  In fact, my attitude to governance arose from the fact that I grew up in innocence.

“The problems of government did not affect me that much because of the family from which I came.

“And my aim, therefore, is to make sure that however long I stay in power or government, whether long or short, I will empower families. By extension women, because failure to empower families is the problem of Nigeria.”

“A government should be like a housewife. If you want to have a government that will work in Nigeria, you have to fashion the government like a housewife. The government will wake up and think of how people will eat and go to school.

Why Dubai announced rejection of visa applications from Nigerians

Following diplomatic glitches between United Arab Emirates(UAE) and Nigeria Government,Dubai authorities have announced total rejection of visa applications from Nigerians.

In a notice issued to its trade partners in Nigeria, the Dubai authorities declared that “all Dubai applications submitted are now rejected”.

According to the notice, the authorities added that the rejections will be sent in batches.
The rejections the Dubai authorities said “are general for Nigerians and Approvals are on hold at the Moment”.

The rejections are said to be the decision made by the United Arab Emirates (UAE) Immigration.
The notice equally specified that there will be no refund for rejected applications.

“Kindly advise your clients to resubmit applications when the issue is resolved between both governments”, the notice to the Nigerian travel agents further declared.

Arrested fraudsters enrolling foreigners for NIN aren’t our officials- NIMC

National Identity Managment Commission(NIMC), has debunked report making the round that its officials were caught enrolling National Identity Number for foreigners of Niger republic.

According to a statement signed by the NIMC’s Director General/CEO, Engr Aliyu Aziz on Friday, noted that neither the Commission’s officials nor staff of the NIMC licensed enrolment agents across the country are authorised, nor do they go from one country to another, let alone from Nigeria across the borders, to enrol Nigerians much less foreigners.

“The attention of the National Identity Management Commission (NIMC), an agency of the Ministry of Communications and Digital Economy, has been drawn to reports making the rounds in the media, of the arrest, by the Nigerian Army, of two (2) persons purporting to be carrying out enrolment of persons in Niger Republic, and being erroneously or spuriously referred to as NIMC officials.

“First, it is important to note well the Army’s clarification from the onset, when they referred to the fraudsters as “fake”, meaning their claim to be NIMC staff – if at all they did – was proven from the beginning to be false.

“Second, reports by the media of merely bouncing off such a news item released by the Army, in good faith, one sided without checking with NIMC if indeed such persons were its officials, shows a hurried and incomplete approach to news reporting, a situation which we urge our media partners to distance themselves from. A simple check with NIMC would have further confirmed the Army’s professional conclusion that the persons apprehended are indeed impersonators and fraudsters.

“We wish to state categorically that neither NIMC officials nor staff of the NIMC licensed enrolment agents across the country are authorised, nor do they go from one country to another, let alone from Nigeria across the borders, to enrol Nigerians much less foreigners.

“So far, NIMC has a number of licensed diaspora enrolment agents in over 38 countries operating over 152 centres across the world strictly to enrol Nigerians in those countries. The list of the Diaspora enrolment licensed companies, which has been published over time in the media, can be found on the NIMC website at https://nimc.gov.ng/nimc-enrolment-centres/

“The public is by this information put on notice and advised that NIMC does not and will not authorise its staff or its agents to go across any borders to register non-Nigerians, as this is not part of our mandate.

“Fraudsters and impersonators should be pointed out for who they are: criminal elements, and the cooperation of the public is required in assisting security agencies in their work of curbing these crimes in our society.

“NIMC wishes to commend the Nigerian Army for the good job they’re always doing, and more particularly in this respect.  NIMC also commends all other security agencies for their untiring efforts in collaborating with us and other sister agencies in the efforts to rid our country of criminal elements”, the statement reads.

2023: Why campaigns should be issue based

As political campaigns ahead of the forthcoming presidential elections get to the crescendo, rhetorics targeted at attacking persons, ethnic/tribe/ religious cards as against issue-based campaigns should be discouraged by all politicians.

Putting things into perspective, by “issue-based” campaigns, most people mean that the presidential candidates should show deep knowledge and understanding of the governance challenges that beset Nigeria and clearly set out and discuss how they would tackle them, if elected.

28th September 2022, the Independent Electoral Commission(INEC) in line with the provision of the 2022 Electoral Act lifted ban on political campaigns. In accordance with Section 94(1) of the Electoral Act 2022, campaign in public by all political parties “commences 150 days before polling day and ends 24 hours prior to that day”. This has unveiled the floodgate of campaigns for the 18 Presidential candidates vying to replace President Muhammadu Buhari after the February 25, 2023 election.

All the presidential candidates now have the opportunity to fire from all cylinders in a bid to sell, market their manifestoes to voters, however in doing so, the need to emphasise on issues bedevilling Nigeria irrespective of party affiliations should be the sole focus.

Elsewhere in advance democracies such as US, Canada, France, United Kingdom, this is hardly a problem. In those climes, political parties and candidates, sensitive and responsive to voters, set great store on investigating the issues facing their countries and proffering solutions in their manifestos.

For instance, every Nigerian yawns to see an end to insecurity, economic challenge, growing inflation, poverty, ailing industry, infrastructural deficit, endemic corruption, unemployment, failing educational sector among other existential challenges that have held the nation’s much awaited development.

Harping on the importance of issue based campaign at a meeting organised the by Centre for Democracy and Development(CDD) on 1st of September, the chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu appealed “to all political parties and candidates to focus on issue-based campaigns”.

“This is the best way to complement our efforts to ensure transparent elections in which only the votes cast by citizens determine the winner”, Mahmood Yakubu added.

Also, in one of his recent remarks, former President Goodluck Jonathan has urged political candidates to concentrate on issue-based and violence free campaigns.

According to him “We cannot afford to continue to play politics of bitterness and division along ethnic and religious lines. This is because such kind of politics potends great danger to our unity, growth and the sustenance of our democracy.

“We have to be mindful of the destructive impact of hate speech, fake news and mindless propaganda, especially in a clime where the fabric of unity and stability still needs to be strengthened.

“I charge the candidates, their promoters and supporters to exercise restraint and seek to run their campaigns based on issues that affect our people.

“They should, by all means, avoid needless attacks on personalities and use of abusive language, for those are the elements that cause chaos and crisis during elections,’’ Jonathan said.

With about 95million votes available for grab by Political parties, Nigerian NewsDirect is calling on all candidates to design, craft their messages along the plentitude of real issues facing the country.

Nigeria voters must frown at presidential candidates campaigning on the basis of ethnicity, religion, persons and other watering political schema instead of focusing on issues of national concern and interest to every Nigeria. Until debates in Nigeria’s political space are centred on issue-based, the nation’s quest to rob shoulders with western democracies becomes a child’s play.

A few days after widely reported infamous accusations made by the Peoples Democratic Party, PDP, Presidential candidate, Atiku Abubakar that he is angry with the Benue State Governor, Samuel Ortom over what he falsely claimed the Governor’s profiling of Fulani as bandits and terrorists, there has been renewed spate of dastardly attacks on the people of Benue by suspected Fulani killer herdsmen, the latest of which is the massacre of over 50 persons in Gbeji community of Ukum Government Area of the State in the early hours of Tuesday, October 18, 2022.

We as Forum of Concerned Nigerians have observed with rude shock and total disbelief that Atiku who is a Presidential candidate and a chieftaincy title holder in Benue has up to this moment, not issued a single statement expressing sympathies for the people of Benue State over the killing of innocent persons. More disturbing to us is the fact that Atiku makes campaign promises ensuring security of lives and property, but is not acting the talk, as evident in his loud silence over coordinated
killing spree particularly in Benue.

It is rather suspicious that whenever Atiku speaks concerning the bloodbath which has remained the nightmare of Benue people, he goes all out in defence of Fulani terrorists who perpetrate their heinous terror activities under known groups such as Miyetti Allah Kautal Hore, Fulani Nationality Movement, FUNAM and never hidden their mission. These groups are not invincible, they openly speak to the press in pursuit of their genocidal agenda. Atiku has never for one day called for the arrest and prosecution of leaders of these groups. His only concern has always been that the Fulani people are being profiled. He makes such accusations without any modicum of remorse, thus leaving us to wonder, whether Atiku is an ethnic chauvinist or a national leader and unifier that he aspires to be, especially now that he is again seeking the people’s mandate in next year’s general election.

We must remind Atiku that the Fulani socio-cultural organization, Miyetti Allah Kautal Hore, FUNAM and similar groups have on many occasions openly claimed responsibility for killings in Benue State, this they did in the national media outfits stating reasons for these mindless attacks. All these years, we have never heard a word of condemnation from Atiku clearly meaning he has sanctioned the activities of the vicious groups that continue to unleash mayhem. We are taken aback by Atiku’s justification when he talks about the Fulani being profiled, how are they profiled when the Fulani groups have constantly boasted about their heinous activities in Benue and elsewhere?

Since the evolution of these senseless killings in Benue by marauding Fulani herdsmen, over 5,000 innocent lives have been lost, just as over 2 million persons have been displaced and are housed in Internally Displaced Persons, IDPs camps across the state. We have it on good record, Atiku has not visited any of the camps to offer hope to the displaced persons, nor has he sent relief materials for the IDPs. His glaring posture of being against Governor Ortom and Benue people for calling out the ruthless terrorists by name, purely portrays Atiku as someone who has openly endorsed the killings of Benue people for his fellow Fulani kinsmen. It is highly condemnable that a leader will take sides with terrorists and killers just because he is of the same ethnic group with such criminal elements.

While Atiku is Fulani and absolves his fellow Fulani kinsmen from killing people without provocation and expects that Ortom should not call them out, there are still other Fulani people like him who acknowledge that their kinsmen are the ones unleashing terror on Nigerians.

We would like to draw his attention to the unambiguous remarks of Katsina State Governor, Aminu Masari when he featured on Channels Television programme, on September 6, 2021. He clearly pointed out
that: “Majority of those involved in this banditry are Fulani, whether it is palatable or not, but that is the truth. I am not saying 100 percent of them are Fulani, but the majority of them are. These are people who live in the forests where their main occupation is rearing cattle.They are the same people like me, who speak the same language like me, who profess the same religious beliefs like me. So, what we have here on the ground with these bandits, they are not aliens; they are people who we know.”

We challenge Atiku to also come clean and place himself not as an ethnic jingoist. He must publicly condemn the heinous crimes of his fellow kinsmen as expected of a leader who truly cares about the dire security situation in the country. The sad reality on ground is that not only Benue State is bedeviled by the monstrous activities of Fulani killer groups, Atiku’s home state of Adamawa is not spared by the bloodbath onslaught which must be frontally combated by all Nigerians of good conscience.

It is on record that Atiku who has not shared in the excruciating experience of Benue people as a result of inhuman atrocities committed by Fulani marauders, still trusted Atiku and with the support of their Governor voted overwhelmingly for him in 2019. He defeated President Buhari in Benue State in that year’s general election.

It is shocking that going into the 2023 general election, as a Presidential candidate yet again, Atiku has not done anything to win the confidence of the Benue people. Unfortunately, he rather expects Governor Ortom to condescend into silence when his people are being killed? Is this the type of leader Atiku will be if entrusted with the people’s mandate? He will be for a section of the country and not for all Nigerians? He will pamper and protect terrorists and criminals because of his ethnicity? These and more fundamental questions are begging for answers as we head to the 2023 polls.

As a national conscience group, we would like to see leaders like Atiku walk their talk of the campaign promises they are making to Nigerians. For now, his deafening silence over coordinated and unprovoked killings in Benue State and elsewhere in the country is suspicious. He must prove Nigerians wrong that he has not endorsed the cold blood murder of defenceless citizens by terrorists in Benue State and elsewhere across the country.

Police involvement in a civil dispute is again revealed in a criminal charge filed against the Chief Executive Officer of Lionstone Offshore Services Limited, Mr. Amaechi Ndili and his wife Mrs Njide Ndili, who were charged before the Lagos Special Offences Court, Ikeja over a civil business dispute between the company and Hercules Offshore Nigeria Limited.

This is despite the clear stand of the law, and the judgements of superior courts that the Nigerian police has no business in adjudicating on business disputes, or recovering of civil debts. In this case, the defendants were alleged to have fraudulently converted the sum of $4.6 million said to belong to Hercules Offshore Nigeria Limited to their personal use.

Lionstone and Hercules in 2012 entered into a Joint Bidding Agreement, pursuant to which Lionstone would bid on work in the Nigerian oil services sector and both parties would collaborate on the execution. Both parties in the MoU acknowledged that any disputes arising would be the subject of arbitration in London.

Prior to the tender of the contract number TB2813, Addax solely awarded Lionstone an interim contract with reference number TB2916. Hercules was neither a party to this contract, nor where they mentioned in this contract. This contract TB2916 was signed between Lionstone and Addax in October 2010, a full one month before the Tenders were due on contract TB2813. (that was eventually lost).

However, under the new deal, and as a result of the potential strategic nature of their relationship, both parties agreed to share the proceeds from the interim contract solely awarded to Lionstone by Addax.

However, while the business was going on, Lionstone alleged breach of contract and good faithcon the side of Hercules, and insisted that Hercules remedy its breach. The disagreement led both parties to submit themselves before the Arbitration Tribunal in London as contained in their MOU and at the end of its sitting, the Tribunal made its findings and granted the award to Hercules.

In a bid to enforce the arbitral award, Hercules approached the Federal High Court, Lagos in suit number FHC/L/CS/1461/2017, and the matter is currently before the Court of Appeal in appeal number CA/LAG/CV/344/2019. Lionstone denied the claim insisting that Hercules and Lionstone were not in a partnership or agency relationship and that Hercules was indeed in breach of local content laws in Nigeria.

While the litigation was ongoing in Nigeria Courts, Hercules Offshore now bankrupt, seeing that they may likely loss the case and appeal, sort the support of the Nigerian police, asking the police to compel Lionstone to pay the contested sum, while alleging fraudulent conversion of money paid to Lionstone under the contract signed solely between Addax and Lionstone.

The police have gone ahead to insert itself in the case in a view to the intimidate the directors. In 2020 the Director of Public Prosecution (DPP) of the Federation in a bid to intervene called for the files from the police prosecutors and showed up in court to take over the matter, as per the Constitution. The police however resisted this by refusing to hand over the files.

A subsequent request was made in 2022, and following several requests from the DPP, the IGP instructed the OC Legal of the police to transfer the case file for review. The DPP office received the file a few days before the arraignment date of October 19th and attempted to retrieve the case file from the court.

Consequently, Lionstone, its CEO and family have continued to face malicious persecution, allegations of theft, and police harassment.

Reverse 10% tariff on data, voice, NCC orders MTN, GLO, Airtel, others

The Nigerian Communications Commission (NCC) has ordered Mobile Netwrok Operators(MNOs) to reverse the 10 per cent tariff hike on Data, voice.

This was contained in a statement released by the Commission’s Director Public Affairs, Mr Reuben Muoka on Wednesday.

Nigerian Newssphere learnt that for over a two weeks now, MTN, Airtel, Glo and others MNOs have hiked their prices for data, voice by 10 per cent.

“The attention of Nigerian Communications Commission(NCC) has been drawn to media reports of unilateral implementation of the recently approved 10 per cent upward tariff adjustments for some voice and data services by the service providers, on their networks.

“The consideration for 10 per cent approval for tariff adjustments for different voice and data packages was in line with the mandates of the Commission as provided by the Nigerian Communications Act, 2003, and other extant Regulations and Guidelines, as this was within the provisions of existing price floor and price cap as determined for the industry. The decision was also taken after a critical and realistic review and analysis of the operational environment and the current business climate in Nigeria, as it affects all sectors of the economy.

“Furthermore, even though the tariff adjustment was proposed and provisionally approved by the Management, pending the final approval of the Board of the Commission, in the end it did not have the approval of the Board of the Commission. As a result, it is reversed.

“The Honourable Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, has maintained that his priority is to protect the citizens and ensure justice to all stakeholders involved.  As such, anything that will bring more hardship at this critical time will not be accepted.

“This was also why he obtained the approval of President Muhammadu Buhari for the suspension of the proposed 5 per cent excise duty, in order to maintain a conducive enabling environment for the telecom operators.  Much as there is an increase in the cost of production, the provision of telecom services is still very profitable and it is necessary that the subscribers are not subjected to a hike in charges.

“In view of the above, the Commission, through a letter sent on the 12th of October 2022, has already directed the affected Mobile Network Operators (MNOs) to reverse the upward tariff adjustment. The Commission will carry our further consultations with all industry stakeholders on the best approaches that will protect and uphold the interest of both the consumers and the service providers.

“The Commission will continue to entrench very transparent processes and procedures for rates determination in the industry. The process is usually carried out with wide industry consultation. It is through these processes that price floors and price caps for data and voice services are benchmarked, regularly reviewed, and determined from time to time.

“The Commission will continue to abide by this time-tested process and international best practice to ensure efficient pricing mechanism for the telecommunications industry in Nigeria”.

Honourable Adepoju Adeyemi Sunday on Wednesday assumed duty as the Postmaster General of the Federation/CEO  Nigerian Postal Service (NIPOST).

Adepoju in his maiden address to the top management of the organization promised to leave the agency better than he met it.

He assured staff that he will put in his best with their supports to ensure the smooth transformation of NIPOST.

He said, “welfare is going to be my concern because a happy staff will put in his/her best in delivery of obligations to the organization”.

Until his appointment, Hon. Adepoju who is a professional Accountant has held several appointments as an Accountant in several private organizations and later Special Assistant on Account Matters to ex-governor of Lagos State; Bola Ahmed Tinubu and also Senior Special Assistant to Ex-Governor; Raji Rasaq Fashola.

Also he was a two-term member of the Federal House of Representatives, representing Ibarapa/Ido Federal constituency of Oyo state, spanning the period 2011 to 2019.

The new Postmaster General is a graduate of Accountancy from Yaba Tech.; he obtained HND in Accountancy and later MBA in Federal University of Technology, Akure.
