NCC, BPSR to embark on digitization of government processes

0

For a start, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), Mr Umar Danbatta and the Director-General, Bureau of Public Service Reforms (BPSR), Mr Dasuki Arabi have penned a Memorandum of Understanding (MoU) to jointly work towards accelerating the digitisation reform process in government.

Speaking at the event, which took place at the NCC’s Head Office in Abuja recently, Danbatta, a professor of engineering said collaboration between the two organizations is consistent with NCC’s Strategic Vision Plan (SVP) to partner and collaborate with relevant stakeholders.

He noted that the MoU will enhance efficiency and productivity as it adequately captures the roles of enabling policies and implementing institutions, which are key features of digital transformation.

He also said the Commission will continue to drive broadband penetration, which provides the backbone upon which such a process will thrive.

According to him, “It is for this reason that the Nigerian National Broadband Plan document made adequate provisions for the deployment of broadband infrastructure across the country. It is this same infrastructure that will drive services that will result in the transformation of governance as well as the key services sector in the economy,” he said.

Danbatta said at the completion of the process, governance will be paperless and chief executive officers would be able to deal with their mails without necessarily signing most things offline because virtually everything will be done online.

“Indeed, the transition will be worth it, as the process is associated with efficiency, which naturally results from operating a paperless system of governance or administration at the level of entities such as the Bureau for Public Service Reforms and the Nigerian Communications Commission,” he said.

“We attach a lot of importance to the way and manner we collaborate with sister agencies of government to give translation or to ensure the actualisation of that important item of our Strategic Vision Plan that is strategic collaboration and partnership, it explains why we are signing this Memorandum of Understanding.

In his response, Arabi revealed that the Bureau took the decision to work with the Commission in driving the reforms for the adoption of emerging technologies as a result of NCC’s emergence as the first organization to win the Platinum Award of BPSR, exceeding expectations in the way it conducts its businesses.

“Historically speaking, this partnership had begun in 2016 when the Commission became the first agency of government to undergo the BPSR online Self-Assessment Tool (SAT). Remarkably, at the end of the assessment, NCC emerged as the first agency to be rated Platinum Organisation by the Tool, having exceptionally exceeded expectations in all good practices built around nine domain areas” Dasuki stated.

Underscoring his submission, Arabi said, “Given the successful outcomes of the workshops and conferences NCC organized in collaboration with BPSR on the Distributed Ledger Technologies (the Blockchain) in 2022 in Lagos and Abuja, the MoU is providing a window of opportunity to consolidate efforts to deliver strong and resilient public service that will lead a well-functioning federal system wherein zero tolerance for corruption is made practicable.

“The MoU will also help in fostering a high degree of cooperation between Federal and State governments in improving service delivery and addressing the Transparency International Corruption Perception Index to significantly improve the safe and secured environment that encourages economic growth and investment.”

Arabi said that efforts to improve equitable and unhindered access to government information and services through the Federal Government’s Scorecard for ranking websites of Ministries, Departments and Agencies (MDAs) are producing a direct impact on the socio-economic development of the country.

energy-efficient air conditioners (ACs)

The federal government, United Nations Environment Programme, UNEP have disclosed that plans are underway to transit to energy-efficient air conditioners (ACs) and climate-friendly cooling systems in Nigeria.

The director of linkages, research and consultancy at the Energy Commission of Nigeria, Engr Okon Ekpenyong, disclosed this recently when he led the team of Scaling Up Energy-Efficient and Climate-Friendly Cooling in Nigeria’s NDC Revision Project on a courtesy visit to the Director General of National Environmental Standards and Regulations Enforcement Agency, Prof Aliyu Jauro and the Department of Climate Change, federal ministry of Environment.

During the visit, Ekpenyong emphasized the importance of collaboration towards using low Global Warming Potential refrigerants in Nigeria’s residential, commercial and public buildings, thereby contributing to meeting the climate change objectives.

He noted that the project is executed by the Energy Commission of Nigeria (ECN) in partnership with the United Nations Environment Programme (UNEP) and supported by the Clean Cooling Collaborative (CCC).

He said a partnership with NESREA would guarantee the required enforcement and legal framework to make the project successful.

He added that the project is ready to build capacity on ways to achieve its objective.
“This project will also be conducted training for monitoring and enforcement. So, in this way, NESREA will also come in, in the project in terms of verification and enforcement,

“We need to ensure that everyone involved in the project understands what we’re trying to achieve and how they can contribute. We must also ensure the project’s progress is transparent so everyone can see what’s being done.”

Responding, Prof Jauro pledged support for the actualization of the project.

Jauro said: “The harsh economy is impacting the country; we need to be energy efficient to save money. It is economically feasible to consider the project. We always emphasize energy efficiency. We issue permits to some industries. We will be involved in implementing this project”, he stated.

In a related development, the Iniobong Abiola-Awe, a director at the Department of Climate Change, federal ministry of Environment, harped on the need to rally around traditional methods in achieving Nigeria’s energy efficiency objective.

“There are many traditional methods that Nigerians have used to conserve energy for centuries. We need to study these methods and see how we can incorporate them into our modern energy efficiency efforts”, he stated.

Abiola-Awe urged that there is a need for continuous collaboration and communication if the goals of the project must be actualized.

She said: “We can’t afford to be working at cross-purposes. We need to be able to share information and resources. We need to be able to work together as a team”.

Meanwhile, the national project coordinator, Etiosa Uyigue stressed the importance of the project.

According to him, many ACs in Nigeria are not energy efficient.

“We are looking at the electrical characteristics of ACs in Nigeria. We are looking at the stocks; we are doing our stocks from 2015 to 2022; the other aspect is Monitoring Verification and Enforcement”, he stated.

Speaker Abbas, Nweke, Danbatta speak on responsible use of social media at Obietan’s book launch

0

Speaker of the 10th House of Representatives Tajudeen Abbas, Ex-minister of Communications Frank Nweke Jr, and the Executive Vice Chairman of the Nigerian Communications Commission, Prof Umar Danbatta, threw weight behind the responsible use of social media.

The speaker, Nweke and Danbatta, disclosed this at the historic book launch of Cyber Politics: Social Media, Social Demography and Voting Behaviour in Nigeria, authored by Dr Omoniyi Obietan, head of media relations at NCC.

Abbas, represented by Prof. Julius Ihonvbere, described the book as “a masterpiece”, praising Ibietan for his sagacity and astute delivery of the book for politicians and academic scholars.

Abbas said: “The book should awaken the youth and the general public to return to the reading culture. I commend the author; he has not left the field of struggle. The efforts of Ibietan to put into publishing the work is commendable”.

In his address, the chairman of the occasion, Nweke, also lauded Ibietan for elevating the public discussion on cyber politics and the impact of social media on election processes.

Nweke said: “The book dwells on a better understanding of social media, and the conclusion overall is that in the coming years, the impact of social media will increase with usage.

“All these things are real, people lose their lives for someone to make one negative comment, and it spreads like wildfire. In every democracy, people reserve the right to express themselves freely, but that has to be done in a manner it does not infringe on the right of others. So it should be regulated not to undermine people’s social rights”.

On his part, Prof Danbatta stressed the need to ensure a responsible way of using social media to do politics, saying, “You cannot kill the social media; we have to learn to live with it; we have to find a responsible way to use it”.

For the erudite author, Ibietan said the book amplified that social media played a phenomenal role in the 2015 general elections.

He harped on the need for Nigerians to use social media responsibly.

Ibietan said: “What we tried to do in the book was to look at the social behaviours of Nigerians, how they used social media to interact and how social media, which of course was considered a very phenomenon shaped the 2015 general elections, in terms of the use of social technology in that election.

“However, in Nigeria, we are not just consumers of technology, but we are applying them in a context that gives meaning, not just to our lives as individuals and people who operate businesses. As a nation, communication is primordial with man, shaping our lives and businesses, and so, it is the most central aspect of politics. There is a sense in which we rely on social technology that may be detrimental to the beautiful society we are trying to create.

“One other thing we looked at is the role of historical media; the fact that we have social media does not mean the historical media is dead because we found that people also fed in the historical media and took those things back onto the social media space.

“We have found that, indeed, social media may have shaped the way people voted, but the technology did so in the context of other mediating factors and influences, one of which is the context in which elections are contested”, he stated.
