Hope dashed as ASUU-FG meeting ends in Deadlock, strike lingers

Hope of resumption for public University Students has been dashed as the Yesterday’s meeting between the leadership of the Academic Staff Union of Universities (ASUU) and the Federal Government has again ended without an agreement.

This means the six-month old strike by public university lecturers is set to continue.

The striking lecturers had met with the Professor Nimi Briggs Committee on Tuesday at the National University Commission in Abuja with high hopes of resolving the impasse.

A senior member of ASUU, who craved anonymity told a popular Television Station that members of the Briggs renegotiation committee did not come with any new offer on the table.

Instead, the ASUU source said, the committee plead with the lecturers to suspend the ongoing strike, with promises that their concerns will be included in the 2023 budget.

According to the source, the meeting, which started at about 12pm, lasted for about three hours without any agreement reached.

Former Minister of Foreign Affairs, Prof Bolaji Akinyemi on Monday has stated that William Ruto will be sworn in as the 5th President of Kenya.

This is as he called for prayers for the country to avoid post-electoral violence.

Akinyemi disclosed while speaking on Arise TV following the declaring of William Ruto as the winner of Kenya 2022 presidential Election.

He disclosed that Ruto has been able to break the jinx of defeating the ruling elites in Kenya.

According to him, though Ruto isn’t a Saint but has been able to triumph against all political odds.

“I have sufficient confidence on the Kenya judiciary system, William Ruto will be sworn in, if anything is done to unturn the elections results, Kenya will be plunged into serious violence”, he stated.

Speaking on the performance of President, Uhuru Kenyatta, he said that the President disappointed him over his comments to Supreme Court Judges and how he handled the judgement of International Criminal Court that accused him and his Deputy, Williams Ruto for orchestrating the post election violence in 2007-08.

The Independent Electoral and Boundaries Commission chairman Wafula Chebukati said Ruto had won almost 7.18 million votes (50.49 percent) against 6.94 million (48.85 percent) for his rival Raila Odinga in the August 9 vote.
Ruto becomes the fifth president-elect of Kenya.

The announcement of the long-awaited outcome of Kenya’s presidential vote had earlier been thrown into chaos on Monday after four out of seven election commissioners said they could not recognise the results.

“We cannot take ownership of the result that will be announced,” the IEBC vice chair Juliana Cherera told reporters.

She described the process as “opaque” but did not elaborate, saying further information would be given later.

The governor of Kebbi State, Sen. Abubakar Bagudo, has charged the 100 trainees of the National Agency for Science and Engineering Infrastructure (NASENI) Skills Acquisition Training and Youth Empowerment to determine to become billionaires through agriculture.

He made this call at the opening ceremony of the skills acquisition training themed “Modern farming methods using improved farming implements in Kebbi State”, held on Monday in Birnin Kebbi, the state capital. The five-day training programme which runs from 15 – 19 marked the flag-off of the nationwide skills acquisition training for youths in the six-geopolitical zones of Nigeria with a target of 100 trainees in each zone.

“We are actually very lucky in Nigeria because other countries are facing food shortages but we are not. Yes, we might be experiencing higher prices, but it is an invitation to our youths, those young men and women who want to be billionaires. What higher prices tell you is that there are opportunities. Be the billionaires you want to be. Produce, don’t buy. Sell.

“So, to the trainees here, please, make it an objective today that you are determined to be billionaires out of agriculture. That you are determined to make success out of this training. How do you achieve that? By being humble. Don’t assume you know what you don’t. Make sure you understand. From today ask yourself how someone around the world has become a billionaire out of agriculture. The more you interrogate yourselves, the more you ask questions during this training that will prepare you for that future. That is what we pray for you to achieve so that you will serve as an example to others,” he charged.

Bagudo, who underscored President Muhammadu Buhari’s belief that Nigeria’s economy can be transformed through agriculture, stressed that it can only happen if the right attention is paid to agriculture, which he described as “science”.

He said: “We can only transform the nation through agriculture when we do the right thing [by] fund[ing] and support[ing] agriculture adequately and, most importantly, putting science and engineering into agriculture adequately.

“That we are here today as part of a training programme by NASENI encapsulates all of that. Today we are here to appreciate that agriculture is science. The seed we put underground is science. If you don’t know it, understand it or use the correct one you get nothing. How you farm, plant, process, use technology is all science and engineering. The less you do, the less outcome you get.

“So, over the last seven years we have seen an increase in yield, output because of this belief that President Muhammadu Buhari has planted in Nigerians to believe in themselves, the institutions and ensure that our best brains are going into where the problems are. Today, NASENI an institution that hosts our best brains is, among other things, helping us to ensure we do much better and quicker in agriculture. I believe we will because, as I said, agriculture is science,” he added.

Earlier, in his welcome remarks, the executive vice chairman of NASENI, Prof. Mohammed Haruna explained that President Muhammadu Buhari has approved the skills acquisition training in all the geopolitical zones of the country.

According to him, each train is appropriate to the areas of operation and economic activities of the zone. In the north west zone, Kebbi, known for its farming, is the core target for its training.
“The technologies we are bringing and teaching and ensuring that the farmers have the implement and all they need as a startup pack to operate successfully include equipment for cultivation, weeding, plantation, processing and all other post-harvest activities, including food preservation to guarantee exportation of the food product. But, in order to consolidate and sustain the success achieved by the Buhari administration in agriculture, the president has approved six zonal agricultural equipment and machinery development institutes for each of the six geopolitical zone. The one for the northwest is approved to be located in Kebbi State. In addition, a skill development centre is equally approved for this state,” he said.

The NASENI boss posited that impact of modern farming techniques and mechanised farming technology cannot be overemphasised.
“We have said over and over again that we cannot continue in this age to use animal power or to continue using hard labour in what should be very attractive activity or exercise in improve food production.

“We cannot continue to do everything manually, including processing and hard labour with consequent output of low crop yield in one farming season limited to a year, instead of multi-crop production. NASENI has, therefore, with the approval and directive of President Muhammadu Buhari, acquired skill-acquiring technologies from Czech Republic and Jordan to domesticate, enhance and improve yields, as well as guarantee food security,” he stated.

Haruna added that the training is, thus, in line with expanding and guaranteeing sustainability of the success already achieved by this administration in agricultural development and technology.

He urged the 100 participants (who are practicing farmers carefully selected from all the 21 LGAs of the state) to pay close attention during the trainings and to go back home and use the technology acquired to teach others for the benefit of the nation.

In his remarks, the Minister of Justice and Attorney General of the Federation Abubakar Malami (SAN), said the training will provide the requisite support and direction towards achieving the objectives of the Buhari’s administration in skills development, youth empowerment and agricultural revolution as well as food security in the country.

“I understand from the organisers that this training aims at addressing issues regarding unemployment, reduction of youth restiveness, youth empowerment for self-sustenance agriculture development, food security and overall national development,” Malami said.

In his remarks, the All Progressives Congress (APC) governorship candidate, Dr. Nasiru Idris, posited that agriculture has the capacity to help in poverty reduction and value addition that relates to other sectors of the economy.

“Nigeria’s promise for a better future lies in agriculture and our youths must form the bedrock of that promise. This training, I believe, is a deliberate effort to entice our youths to embrace agriculture. There is no doubt that agriculture is the largest contributor to our nation’s gross domestic product and remains the bedrock of our economy. It must be encouraged, promoted, supported to take prime position in our economy. We have accepted that our economy can be best driven by our youths.

“With Kebbi State as one of the best producers of rice, maize, millet and wheat in the country, training our youths on how to use improved farming implements will definitely help to boost our economy through enhanced productivity,” he added.

In his remarks, the vice chancellor, Usam Danfodiyo University, Sokoto, Prof. Lawal Bilbis, lauded NASENI for being Nigeria’s springboard for industrial revolution.

“If Nigeria is to develop into the next industrial revolution, NASENI will be the springboard for that. NASENI reminds us of China and India that needed springboards like NASENI to spearhead its development,” he stated.

Speaking on behalf of the participants, Ashiru Adamu, thanked President Buhari, NASENI and the Kebbi State government for the privilege to be trained in modern farming methods.
“The farming system that the president is focusing on is very germane because food security is a topical and important subject. A hungry nation is an angry nation.

“This training will help us farm what we will utilise across the country and also have the ability to export our products,” he added.

FG to investigate recruitment firm, Bank for alleged violation of data protection regulation

Following complaints of violation of the Nigeria Data Protection Regulation (NDPR) against Philips Consulting and United Bank for Africa PLC, the Nigeria Data Protection Bureau National Commissioner, Dr. Vincent Olatunji, has ordered a forensic investigation in line with Article 4 of the NDPR.

This was contained in a statement released to Nigerian Newssphere by the NDPB Legal, Enforcement and Regulations Lead, Mr Babatunde Bamigboye on Monday.

“The complaint against Philips Consulting is in connection with the activities of online lending platforms who willfully breach the privacy of citizens whilst the investigation of UBA PLC pertains to allegations of infringement on the governing principles of data protection.
It will be recalled that the NDPR mandates organizations to carry out due diligence before engaging in any data processing. This is to ensure that parties are accountable for any infringement on fundamental rights and freedoms of data subjects.

“The Bureau warns all data controllers and processors to eschew all forms of data processing that are detrimental to citizens as well as the economy and security of the country”, the statement reads.

The NDPR, implemented by NDPB aims to safeguard the rights of natural persons relating to data privacy in Nigeria.

NSITF blames termites for inability to account for expenditures worth N17.1 Billion

Nigeria Social Insurance Trust Fund(NSITF), has blamed termites for its inability to provide documents(vouchers) on expenditures worth N17.1 billion.

According to a statement the agency officials made to the Senate, termites have eaten the documents said to contain details of spendings by the agency in 2013.

The NSITF management stated this when it appeared before the Senate Public Accounts Committee (SPAC) on Friday.

Details of this expenditure and more are contained in the 2018 audit report of the Office of the Auditor General of the Federation (OAuGF).

In the report, which is now being considered by the SPAC, the OAuGF queried the agency for spending billions without appropriate supporting documents.

The management could not, however, justify the spending of the money when it was confronted by the panel.

The report also issued 50 different queries for alleged misappropriation of funds against the agency.

“Management of NSITF, as shown in statements of account number 1750011691 with Skye Bank Plc, for the period 1st January, 2013 to 20th December, 2013, and statements of account number 2001754610 with First Bank Plc for the period January 7, 2013 to February 28, 2013, transferred amounts totalling N17,158,883,034.69 to some persons and companies from these accounts,” part of the report read.

“However, payment vouchers relating to the transfers together with their supporting documents were not provided for audit. Consequently, the purpose(s) for the transfers could not be authenticated.“

The OAuGF noted that these are in violation of Financial Regulation 601 which states that “all payment entries in the cashbook/accounts shall be vouched for on one of the prescribed treasury forms. Vouchers shall be made out in favour of the person or persons to whom the money is actually due.

“Management of NSITF, as shown in statements of account number 1750011691 with Skye Bank Plc, for the period 1st January, 2013 to 20th December, 2013, and statements of account number 2001754610 with First Bank Plc for the period January 7, 2013 to February 28, 2013, transferred amounts totalling N17,158,883,034.69 to some persons and companies from these accounts,” part of the report read.

Both past and present managements of the agency were summoned by the chairman of the Senate panel, Matthew Urhoghide.
When confronted with the queries from the audit report, no official could give a satisfactory explanation for the spending.

The past management that headed the agency in 2013 told the panel that they left behind the relevant cash vouchers for the the transactions.

The agency’s Managing Director from 2010 to 2016, Umar Abubakar, allegedly claimed that he was aware of the query and had no explanations to render since the audit exercise was not carried out during his tenure.

On his part, Adebayo Somefun, who headed the agency from May 2017 to July 2020, insisted that those in the agency’s account section should be able to trace the documents.

But the current Managing Director, Michael Akabogu, said the documents were in the organisation’s possession.

He said “the container the said documents were kept by past management has not only been beaten by rains over the years but even possibly been eaten up by termites,” he told the panel.

“I told the past management officers on the need for them to help us out in answering this query with necessary documents which have not been made available for us.”

Another official of the agency, whose name could not be ascertained, told the panel that the container in question has been under lock and key and abandoned in an isolated area within the premises of the organisation in Abuja.

Mr Urhoghide, thereafter, mandated both members of past and present management of the NSITF to re-appear before the panel with all necessary evidence concerning the transactions unfailingly on Thursday, September 22, 2022.

Inexplicable expenditures are few of many queries issued by the OAuGF every year.
In the 2017 report, the OAuGF exposed how some Ministries, Departments and Agencies (MDAs) would pay salaries to dead or retired staffers, purchase vehicles and other properties without proper documentation.
Although the Senate committee queries agencies indicted, no concrete penalty has been given.

Bandits attacking Catholic priests to grow their kidnap-for-ransom business -HURIWA

Civil rights advocacy group, Human Rights Writers Association of Nigeria, (HURIWA) on Monday, slammed the Federal Government and security agencies over the rising kidnapping and killing of Catholic priests who are now endangered species as they have become soft targets for suspected Bandits who are growing their kidnap-for-ransom business.

In a statement released to Nigerian NewsDirect Newspaper by HURIWA’s National Coordinator, Comrade Emmanuel Onwubiko, called on the Nigeria Inter-Religious Council to speak up loudly and condemn the persecution of Catholics in the country.

 

The group said it is becoming unbecoming the slaughtering and kidnapping of Catholic priests in the country by bandits who have been identified as Fulani on numerous occasions by abducted Catholic priests freed upon the payment of ransom.

Recall that gunmen on Friday kidnapped a Catholic priest and the Deputy Registrar of Spiritan University Nneochi, Fr Chinedu Nwadike. The Imo indigene was kidnapped on Umunnochi-Ihube road by the Enugu-Okigwe road alongside a seminarian, Emmanuel Nwafor. Their abductors had since established contact with their relations and placed N50m ransom on them just as unconfirmed report indicates that they have been released after 24 hours.

 

“The recurring killings and kidnappings of Catholic priests all over the country is another loud sign of the failure of the regime of the President, Major General Muhammadu Buhari (retd.). This latest kidnap-for-ransom happened at the checkpoint of Soldiers and is exactly this same nexus between these kidnappers and soldiers that emerged from the disclosure of Prelate of the Methodist Church Nigeria who was recently kidnapped abd freed upon payment of #100 million ransom but the President did nothing to arrest the soldiers involved in these daredevil crimes of kidnap-for-ransom and this is why the Igbo youths who volunteered to protect Igboland under the auspices of the Eastern Security Network were crushed by soldiers only for soldiers to actively connive with armed Fulani herdsmen to kidnap travellers along the Lokpanta Highway along the okigwe/Enugu Federal Highway.

“It is worrisome that despite the killing of over 12 Catholic priests in 2022 and the abduction of scores of Catholic priests all over the country, the present regime and security agencies have left the ugly trend to continue.

 

“Aside the latest abduction of Fr Chinedu Nwadike, Rev. Fr. John Mark Chietnum of Kafanchan Diocese at the parish rectory of Christ the King Catholic Church, in Kaduna State was abducted and killed in July after bandits abduct him and other priests.

“Bandits have also kidnapped and killed the Chaplain of the Catholic community of the Kaduna State Polytechnic and chairman of the Nigerian Catholic Diocesan Priests Association, Kaduna State Chapter, Vitus Borogo.

“In March, Reverend Father Joseph Bako of the St John Catholic Church, Kudenda in the Chikun Local Government Area of Kaduna State was kidnapped and he died in the kidnappers’ den.

“Rev. Fr. Alphonsus Uboh of St. Pius X Parish Ikot Abasi in the Mkpat Enin Local Government Area of Akwa Ibom State was also kidnapped.

“Two reverend fathers and their domestic staff were also hijacked from the rectory of their Parish in Katsina under Sokoto Diocese which is headed by Right Reverend Doctor Mathew Hassan-Kukah who has of recent come under massive verbal threats by Islamists.

 

“Earlier, bandits kidnapped the Prelate of the Methodist Church Nigeria, His Eminence, Samuel Kanu Uche, and he wasn’t released until he paid a ransom of N100m. In fact, he revealed the identity of his kidnappers as “Fulani herdsmen” whose “cattle were very close” to where he was kept. He also indicted the military when he said where he was kept wasn’t far from a military checkpoint.

“Terrorists killed over 40 Catholics during a Sunday service in Owo, Ondo State, in June. Scores of others were injured in the ambush, which is one of the gruesome terrorist attacks on Catholics in the country.

 

“HURIWA calls on security agencies in the internal security institutions all headed by Muslims to be guided by conscience and put an end to the targeted persecution of Catholics in the country. The Nigeria Inter-Religious Council must also rise to the occasion and collectively condemn the heinous action. Muslim clerics must not keep quit but must speak out and condemn the massacre of Catholics by Fulani bandits. Conscience and love for humanity should be above religious sentiments. Crime is crime and should not be deodorised. HURIWA will today send out a petition to the Roman Catholic Pontiff Pope Francis abd World leaders for the umpteenth time to intervene to stop the persecution of Christians in Nigeria by armed Jihadists kidnappers”.

 

NITDA/ICPC to hold 2022 IFFs hackthon, seeks Nigeria’s participation

The National Information Technology Development Agency (NITDA), through its subsidiary, the Office for Nigerian Digital Innovation (ONDI), in partnership with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), is opening applications for the 2022 Illicit Financial Flows (IFFs) Hackathon.

According to a statement signed by NITDA, Head Corporate Affairs and External Relations, Mrs Hadiza Umar and ICPC’s Spokeperson, Mrs Azuka Ogugua on Monday, said the project is supported by Ford Foundation office for West Africa.

“The Illicit Financial Flows (IFFs) Hackathon is aimed at developing indigenous solutions to curb illicit financial flows (IFFs) in Ministries, Departments and Agencies (MDAs), check illegal transfer/movement of funds within Nigeria and across international borders, and ensure effective monitoring of procurement processes.

“This Hackathon will also provide young Nigerians the opportunity to contribute their creativity and entrepreneurial skills by leveraging emerging technologies to combat corruption and other unethical practices impacting negatively on the socio-economic fortunes of the nation.

“Therefore, these talented Nigerians will be tasked to come up with clearly-defined ideas and prototype solutions to checkmate IFFS with emphasis on leveraging emerging technologies like Artificial Intelligence (AI), Cloud, Big data, blockchain, Quantum computing, Internet of Things (IoT), Augmented Reality (AR), and Virtual Reality (VR) among many others.

“The two-day event scheduled to hold on 1st and 2nd September 2022 will open with a bootcamp at the National Centre for Artificial Intelligence and Robotics (NCAIR), Abuja while a Demo Day will take place at ICPC Auditorium, Abuja on the second day and final day.

Q1 Reports:Untamed by insecurity, Nigerian banks rake billions as profit

Untamed by insecurity in Nigeria, Nigerian banks have maintained positive records by raking Billions of Naira as profits in the first quarter of 2022, Nigerian Newssphere learnt.

This finding comes on the heels of a report that both farmers and manufacturing firms are closing up operations owing to the spate of insecurity in the country.

Taking a look at the results of leading Banks in Nigeria, the Unity Bank grew its profit before tax by 20 per cent to N869.265 million in first quarter Q1 2022 from N721.537 achieved in first quarter Q1 2021.

First Bank increased marginally by 73.7 per cent to N117.8 billion in Q1 2021 compared to N67.8 billion accounted in Q1 2020
Union Bank reported 17.9 per cent growth in profit to N42.9 billion in Q1 2022 from 36.4 billion recorded in Q1 2021.

Zenith Bank grew it profit in first quarter Q1 of 2022 to N191.5 billion from N157.3 billion generated in Q1 2021, reflecting a marginal difference of 23 per cent.

Guarantee Trust Holding Company recorded 15.5 per cent decline in profit to N93.1 billion in Q1 2021 from N109.7 billion in Q1 2020.
Wema Bank grew its profit before tax by 119 per cent to N3.3 billion in Q1 2022 compared to N1.5 billion achieved in Q1 2021, reflecting an increase of 119 per cent.

These positive results of Banks financial stance negate the prevailing circumstances that both farmers and manufacturing companies in the countries have been facing since the resurgence in insecurity across Nigeria.
The domestic operating environment, especially insecurity, increase in diesel price and others are taking a heavy toll on manufacturers outputs in the country.

On July 8, the Manufacturers Association of Nigeria (MAN), which is the umbrella body of those in the sector with over 3,000 manufacturers in the country, issued a press statement where the body clearly stated that the manufacturing sector of the Nigerian economy has been battered by numerous familiar challenges that have plummeted the number of industries in Nigeria and converted industrial hubs in many parts of the country to warehouses of imported goods and event centres.

Farmers, on the other hand, have been bearing the brunt of insecurity as testified by the Minister of Agriculture and Rural Development, Mahmood Abubakar, who said that attacks by terrorists were denying farmers access to their farms, especially in the North-West and North-Central. He however said the government was making efforts to address the problem.

“That is one of the reasons why we have an arrangement for security agents known as agro-rangers, who are providing some measures of security so that the farmers will be able to access their farms.

“Truly, if they cannot completely access farms all over the country, you will expect a drop in production, but right now we are doing everything possible to make sure production is maintained through that security provision.”
In another report, by a leading Newspaper in Nigeria (not this paper), findings revealed that insecurity especially in the North has prevented them from taking maximum advantage of the rainy season, which would have boosted their harvest and crash the price in the market.
