How NCC-CSIRT proffered counter measures against website scams on Microsoft Edge Browser

The Nigerian Communications Commission’s Computer Security Incident Response Team (NCC-CSIRT) has issued an advisory for users to install trusted, up-to-date anti-virus software with an Internet security component and to customize News Feed in Microsoft Edge Browser.

Nigeria Newssphere learnt in a statement issued by the Director Public Affairs, Mr Reuben Muoka on Tuesday.

This is part of the countermeasures to lessen the chances of falling for a malicious attack that has been discovered in the browser.

The NCC-CSIRT further advised users of the browser to practise safe Internet browsing habits and to refrain from clicking on links they are unsure of in the face of the malicious attack that has been rated as high in probability and potential damage to systems.

The advisory stated that the malicious advertising campaign, unearthed on the Microsoft Edge Browser News Feed, redirects victims to fraudulent tech support websites and that cybercriminals have resorted to posting bizarre, attention-grabbing stories or advertisements on the Edge news feed to entice users to click on them. The malicious advertisements appear legitimate but contain malware and/or other threats.

According to the advisory, “The Microsoft Edge News Feed is the default page that appears when a new tab is opened, and it displays information such as news, advertisements, weather, and traffic updates. Also, the following are the steps that result in being redirected to a bogus tech support page: The user clicks on a story or advertisement, the Edge browser setting is analysed for various metrics.”

Based on the aforementioned metrics and prior results, the advisory said “if the user is adjudged to be a bot or in a location that is not of interest, the user is redirected to a harmless dummy page that is relevant to the story or advertisement initially clicked on; However, if the user is adjudged a potential victim, then the user is redirected to a tech support scam website for further exploitation.”

Victims of the tech support website scam could have their Personally Identifiable Information (PII) and other data harvested or they could be with malware.

The NCC, therefore, urges telecom consumers and other stakeholders in the ecosystem to install up-to-date AntiVirus software and be alert to the wiles of cybercriminals in order not to fall victim to cyber scams.

The CSIRT is the telecom sector’s cyber security incidence centre set up by the NCC to focus on incidents in the telecom sector and as they may affect telecom consumers and citizens at large.

The CSIRT also works collaboratively with the Nigeria Computer Emergency Response Team (ngCERT), established by the Federal Government to reduce the volume of future computer risk incidents by preparing, protecting, and securing Nigerian cyberspace to forestall attacks, and problems or related events.

“I look back at the past 20 years of my career, and I must say that I am very satisfied with all that I was able to achieve and more importantly the human it has helped shape.”

The call by President Muhammadu Buhari in far away New York, at the 77th session of the UN General Assembly, that ‘No country can develop beyond the capacity of its educational system’ bears striking parallelism to the current reforms and transformations going on at TETFund under the leadership of architect Sunny Echono.

The president spoke on Monday, September 19, 2022, while delivering Nigeria’s statement at Transforming Education Summit (leaders’ roundtable) organised on the margins of the 77th session of the United General Assembly.

This presidential statement re-echoed back home in Nigeria and gave credence to the eulogies by the Anambra state governor professor Charles Soludo, when he paid a courtesy call to the Executive Secretary of TETFund and Top Management staff, on Tuesday, September 21, 2022, at the Fund’s headquarters in Abuja.

Soludo, however, took time to applaud the TETFund for the good work it has done and what it is currently doing in tertiary institutions across the country.

The governor did not minced words when he reiterated that the good work of TETFund are visibly and are littered in all tertiary institutions in all parts of the country. He acknowledged that TETFund is charged with the responsibility of rehabilitating, developing and improving the quality of tertiary education in the country. With primary beneficiaries such as universities, colleges of education, polytechnics, staff training and development agencies, libraries, books development, research, ICT and capacity building.

The Governor commended TETFund, for its various interventions in the educational sector and research development. Gov Soludo said that he was aware of the financial constraint the TETFund was facing compared to the available needs, reiterating that TETFund is giving good account of itself despite the limited resources.

He, however, disclosed that he has a big agenda for the education sector in his state, hence, need the partnership and cooperation of the TETFund, in order to drive a value base educational system in anambra state.

He insisted that for the education sector to move forward, there is a need for impact-driven investment in the sector, hence, advocated for a special mechanism for delivery.

“With the tertiary institutions going the way they are now, there are still questions, still issues, we are not asking those questions but at some point, we are going to ask whether or how the government will be able to fund or adequately fund the number or the plethora of institutions or the mechanism of our delivery, especially with the brick and mortar system that we have, there will be questions”, he said.

He the solicited that the three state-owned tertiary institutions in the state including Chukwuemeka Odumegwu Ojukwu University, Anambra Polytechnic, Mgbakwu and College of Education, Nsugbe, need to feel the impact of the TETFund….

In his response, the Executive Secretary, Architect Sonny Echono , commended the Anambra governor’s visit and assured him that, very soon, state owned institutions in the state will begin to feel the impact of TETFund.

The Executive Secretary stressed that the interventions of TETfund is littered everywhere in all tertiary institutions in the country aimed at improving the infrastructure and learning environment in the tertiary institutions in the country.

He particularly said that TETFund projects are everywhere in tertiary institutions in Anambra State, especially in Nnamdi Azikiwe University, Awka, but that the Fund would do more in the state-owned institutions.

Adding that the Scheme has also escalated its interventions in the area of academic scholarships on different flanks, which includes Academic Staff Training & Development (AST&D); Conference Attendance intervention (CA), Institution Based Research (IBR) intervention, National Research Fund (NRF), Academic Manuscript into books (AMB) Intervention and Academic Research Journals (ARJ).

It is however, worth reiterating that the coming of the Echono as the Chief Executive Officer of the TETFund has brought tremendous goodwill to the Fund.

The Fund has also witness huge changes and recorded a lot of achievements with the coming of the Echono.

Close observers of the happenings in the TETFund, especially The Permanent Secretary federal ministry of education Mr. David Adejoh, recently at a TETFund 10 Books Launch,opined that since Echono took over the mantle of leadership of the TETFUND as Executive Secretary, he has brought a measure of confidence and a huge sense of accountability in funds dispensation.

Professor Charles Aworh, Chairman, TETFund Technical Advisory Group (TAG) also attest that Echono’s robust background in public procurement, will bring accountability and transparency in to the system.

Adding that, the monitoring and evaluation strategy introduced by the current leadership, is clear indication that the management of the Fund under Echono is ready for public accountability. This, indeed, is the hall mark of the President Muhammadu Buhari-led administration. He added.

It is therefore, pertinent call on all stakeholders in the tertiary education sector to consider supporting the TETFund in every way possible to enable it achieve the desired objectives.

Power blackout: Dismantle, discontinue national grid to end challenge, Expert tells FG

On Monday Nigerians wake up to another blackout following the seventh national grid collapse in 2022.

Earlier, Ikeja Electricity Company(IKEDC), Enugu Electricity Distribution Company(EEDC) confirmed the outage and apologized to customers.

Reacting to the development, an energy, Agroconsultant and foremost Nigeria Bamboo in a chat with Nigerian Newssphere on Monday said the national grid should be dismantled and discontinued to end challenge.

The expert rather advocated for regional and sub-national grid as replacement for national grid.

According to Eleojo, “The collapse of the National grid (what I have consistently called ‘Greed’) is a very shameful thing for a country like Nigeria. We are doing the same thing expecting a different result after failing in the task a million times. It is utter madness if we think its going to change.

“In the first place we don’t need national grid.

“Electricity should be localized and small and mini grids should be encouraged to come on board quickly.

“Imagine one hundred companies generating 1MW each across the country from hydro,solar,wind and even biomass and biogas, we will get 100Mws. Is that a difficult thing to achieve? But here we are because of corruption and laziness of a section talking about national grid that is a major source of swindle on the economy and cannot deliver.

“National grid in the first instance is to aid in transporting electricity from point A to B. Why are transporting meagre electricity around the whole place? Let each state or neighbouring States generate their electricity.

“Like I have said many times, the FGN does not know the importance of electricity and some top Government officials are bias towards a section hence their insistence on national grid. It has to stop whether we like it or not.

“The impact on the economy is catastrophic. Prices of products and services will continue to rise astronomically due to the high cost of diesel. The poor man will continue to suffer more because of the negative impact it will have on Agriculture produce and products.

“Going forward, National grid should be dismantled and discontinued immediately and made a regional grid or sub-regional grid within a State”, he said.

Meanwhile, the Chief Executive Officer of Sage Consulting & Communications, Mr.Oyebode Fadipe noted that with the current structure of TCN, it is impossible to avert power outage.

Fadipe said, “It is wishful thinking to expect that there won’t be any grid system outage again after the last one that we suffered. Is the reason for this collapse the same as the reason for the last outage? What lessons did we learn in the last one? Did we put the lessons to use?”, he asked.

This is coming as Transmission Company of Nigeria (TCN) said it has commenced partial restoration of power nationwide.

This was contained in a statement released to NewsDirect Newspaper on Monday by TCN’s General Manager Public Affairs, Mrs Ndidi Mbah.

“TCN wishes to inform the public that the national grid experienced partial system disturbance at about 10.51am today, 26th, September 2022. The incident was a result of sudden drop in system frequency, which created system instability.

“The restoration of the affected part of the grid commenced immediately at 11.55am with Osogbo/Ihovbor back to the grid followed by Jebba/Osogbo, Kainji/Jebba, Benin/Onisha, Shiroro/Kaduna, Shiroro/Katampe, and Alaoji/Ikot-Ekpene. Others are Lokoja/Gwagwalada, Odukpani/Ikot Ekpene, Benin/Omotosho, Oke-Aro/Ikeja west, Egbin/Oke-Aro and Kaduna/Kano.

“The National Control Centre (NCC) said a full-scale investigation is being conducted to establish and ascertain the cause of the partial disturbance as this unwholesome event has resulted in aggregated generation loss.

“However, grid restoration is almost completed and the Nigerian Electricity Supply Industry (NESI) regrets any inconveniences caused as well as appreciates the kind understanding of costomers of electricity within and outside the country.

“We are committed to leveraging the concerted interventions instituted so far to enhance power supply reliability so that the issue of system disturbance will soon become outdated”, it stated.

NASENI commences self-employment, job creation training for over 100 youths in Ibadan

In furtherance of the nationwide empowerment and job creation for youths by the National Agency for Science and Engineering Infrastructure(NASENI) (Presidency), about 100 youths selected from Ibadan, Oyo state are currently benefiting from the Federal Government’s Youths empowerment programme aimed at giving new skills and modernizing activities of artisans in the plumbing vocation.

This was contained in a statement disclosed to Nigerian Newssphere on Monday by the
Deputy Director, Information, NASENI, Mr Olusegun Ayeoyenikan in Abuja.

According to him, the State-of-the-art plumbing equipment, tools and diagnostic kits worth several millions of naira were handed over to 100 youths around Ibadan today in continuation of President Buhari’s directive to NASENI to give Nigerian youths new skills, carry out retraining exercises in line with modern techniques in their different vocations.

He added that a similar exercise kicked off in Kebbi State recently( in August) where youths from the area were giving training, modern equipment and tools in modern farming.

The Executive Vice Chairman/CE NASENI, Engr. Mohammed Sani Haruna while flagging off the training in Ibadan today said that NASENI was carrying out President Muhammadu Buhari’s directive saying “the time had come to put an end to the habit of giving out technical jobs meant for Nigerians to foreigners or migrants from neighbouring countries” hence President Buhari’s approval of the on-going special training for Plumbers operating in Ibadan, Oyo State. President Muhammadu Buhari is the Chairman, Governing Board of NASENI.

With the training as a hands-on empowerment programme, Professor Haruna explained, “President Buhari’s intention is the prosperity of the youths and job satisfaction so they could take their plumbing work seriously and move to the highest level of efficiency and professionalism in plumbing”

The training programme targets inputting in the trainees Modern Skills, Acquisition and training on modern methods of Plumbing and its applications. The youths selected from Oyo State are benefiting from the first phase of the programme targeted at those who are already in the profession of plumbing. The capacity building focuses on reskilling the plumbers to handle installations and maintenance of plumbing works with modern techniques, tools, diagnostics and equipment.

According to the study carried out which led to the presidential directive; it was observed in Ibadan metropolis that delivery of plumbing works had become problematic because residents and house owners are experiencing poor jobs and finishing of plumbing works. The training programme is therefore targeted at addressing such challenges for professionals and also to make plumbing work become knowledge-based for youths and in tune with modern methods in plumbing and further upgrade of their skills.

Speaking also at the event, the Chairman of the Occasion and Honourable member representing Ibadan North Federal Constituency who doubles as Chairman House of Representatives’ Committee on Science Research Institutes, Honourable Musiliudeen Olaide Akinremi (Jagaban) said the Ibadan citizens were grateful to President Buhari and NASENI for the intervention to upgrade the skills of plumbers in Ibadan and also giving new tools and technology for them to work with.

He said the youths and their empowerment had become the most critical socio-economic programme for sustenance of any modern economy and also a glimpse at “the idea of what the future of the country will looks like”

Therefore empowering the youths, he said and especially a critical subsector like plumbing is critical to housing and general construction, he said. He also disclosed that youths empowerment programme was central to his legislative agenda, adding, that the Ibadan North Federal constituency zone was lucky for being the first beneficiary of the programme by the Federal Government in South west.

He charged the trainees to use the equipment and tools to help themselves to increase their efficiency in the course of carrying out their tasks on site.

The presidential mandate to NASENI in the on-going exercise is to move round the 36 States of the country to empower 100 youths in each location on such areas and skills where it is observed that critical vocational skill lacks efficiency and therefore needing upgrades, new skills acquisition, tools and equipment to advance such identified vocation.

The list of new tools and equipment handed over to the plumbers include: PPR machine, Drilling Machine, Pressure Testing Machine, Plum, Plunger, Mechanical tools box, Sets of spanners, Pipe Wrench, Punch, Set of Chisels, Ratchet Socket Spanner Box and Gas Piler. Other safety kits given to the trainees include Safety shoes, Eye goggles, mechanical hand gloves amongst others.

FG orders Vice-Chancellors to resume lectures in public universities

The Federal Government through the National Universities Commission has ordered vice-chancellors to re-open universities and resume academic activities.

“Ensure that ASUU members immediately resume/commence lectures; Restore the daily activities and routines of the various University campuses”, NUC Director, Finance and Accounts, Sam Onazi, said in a letter on behalf of the Executive Secretary of the commission, Abubakar Rasheed.

The letter was addressed to all vice-chancellors; Pro-Chancellors and chairmen of governing councils of federal universities.

Public universities in the country have been shut since February 14, 2022 when members of the Academic Staff Union of Universities embarked on industrial action over poor welfare packages and some unpaid entitlements.

The National Industrial Court (NIC) Abuja had last week ordered the lecturers to call off their seven-month strike and return to the classrooms but ASUU subsequently filed an appeal over the ruling.

The counsel for ASUU, Femi Falana, based the appeal on 14 grounds.

The motion is seeking two reliefs which are:
A) The leave to file the appeal pursuant to Section 243 of the Constitution that requires the party to seek a leave of court to appeal the judgement or ruling of the National Industrial Court (NIC).

B) Seeking for a stay of execution of the orders of the court, pending the hearing and determination of the appeal.

NCC urges Nasarawa Scholarship Board Digital Literacy awareness

The Nigerian Communications Commission (NCC) has urged the Nasarawa State Scholarship Board (NSSB) to support the Commission in creating awareness on the intervention projects of the Commission concerning research and digital literacy in order to provide more opportunities for the citizenry.

Director of Digital Economy at the Commission, Dr. Augustine Nwaulune, who hosted a delegation of the Board, led by the Board’s Executive Secretary, Hajia Saadatu Yahya, on behalf of the Executive Vice Chairman of the Commission, Prof. Umar Danbatta, recently, recalled that Nasarawa State is one of the beneficiaries of NCC’s Information and Communication Technology (ICT) intervention projects such as the Digital Awareness Programme (DAP) for secondary schools, the Advanced Digital Appreciation Programme for Tertiary Institutions (ADAPTI), the Wireless Cloud, as well as the E-Health programme.

“While we don’t give scholarship to students, the NCC has continued to give research grants to lecturers and students in the universities, and provided additional opportunities including sponsoring competitions involving students, as well as endowing professorial chairs in universities across the country. In the last seven years, the financial value of the endowments and grants is more than N500 million.

“Therefore, I will appeal to NSSB to create awareness about these initiatives of the NCC among stakeholders in the academia, particularly the research grants to enable stakeholders to leverage such opportunities offered by the Commission to scholars interested in carrying out telecommunications-based research,” he said.

Nwaulune said the NCC has been upbeat in ensuring implementation of the National Digital Economy Policy and Strategy (NDEPS), 2020-2030, in which one of its eight pillars, rests on digital literacy, while the Digital Economy Department has been set up and equipped by the Commission with the human resources required to coordinate its programmes in concrete terms.

Yahya, whose delegation visited to discuss areas of collaboration for deepening digital/technical training and skills acquisition in Nasarawa State, commended the Commission for the central role it has played in promoting digital awareness and skills across the country, and pleaded that Nasarawa State should be given more opportunities to  benefit from NCC’s social investments and other digital economy-focused interventions, being the closest State to the Federal Capital Territory, the base of the Commission.

“The purpose of our visit is to seek collaboration with the NCC in whatever ways possible, especially in the areas of scholarship, and ICT skills and literacy for our people. The ICT is, today, the engine room of global economy and we do not want to lag in this new digital order, hence, our decision to seek collaboration with organisations in the ICT space such as yours to work which, especially because you are contiguous to our State,” Yahya, the NSSB Executive Secretary said.

Other members of the delegation, including Senior Special Assistant to Nasarawa State Governor on Information and Communication Technology, Haruna Sani; and the President, Nasarawa State Students Association, Sani Jibrin, spoke in favour of a greater collaboration with the NCC which would add the needed impetus to the current efforts by the state government to leverage ICT for economic development.

FG appoints Barrister Bulus as Acting PMG of NIPOST

Minister of Communications and Digital Economy, Prof Isa Pantami, has approved the appointment of Barrister Bulus Yakubu as acting Postmaster General of the Federation/CEO, NIPOST following the suspension of Dr Ismail Adewusi from office.

This was contained in a statement released to Newssphere on Thursday by NIPOST’s Director Corporate Communications, Mr Franklin Alao.

According to the statement, “Bulus who holds a Bachelor in Law Degree from Ahmadu Bello University, joined the service of the Nigerian Postal Service in 1990.

“Barrister Bulus hails from Takum Town in Takum Local Government Area of Taraba State. Until his appointment, he was the Secretary to NIPOST Governing Board, Director (Special Duties) and also NIPOST Liason Officer to the National Assembly.

“As an experienced Public Officer, he has also served as the Secretary/ Legal Adviser of NIPOST 2007 to 2017 with a proven record of excellent performance.

“Barr. Bulus belongs to a number of professional bodies notably, the International Bar Association (IBA), Nigerian Bar Association (NBA) and was the pioneer Chairman of the Committee of Legal Experts of Pan African Postal Union (PAPU). He is a Fellow of the Institute of Corporate Administration of Nigeria and also a Fellow of the Institute for Fraud Management and Control”.
