FG okays tax reliefs, other incentive for IT Startups

0

Fresh air tech startups as the Federal Executive Council has approved a plan to incentivise and further harness Nigeria’s digital innovation and entrepreneurship ecosystem, during its meeting on 18th May, 2022.

This followed the presentation of a memo by the Minister of Communications and Digital Economy, Professor Isa Pantami.

The approval will enable the implementation of strategies to encourage and support the development and growth of more Innovation-Driven Enterprises (IDEs), which have the potential to create millions of additional jobs in the country. This will also help to develop innovative solutions to societal problems, and rapidly grow, as well as diversify the Nigerian economy, in line with the National Digital Economy Policy and Strategy (NDEPS) for a Digital Nigeria.

A number of the proposed strategies resulted from recommendations that were made at an interactive forum held on 22nd February 2022, where the Honourable Minister led a Federal Government Delegation on a working visit to the Lagos digital innovation ecosystem. The delegation included the Director-General of NITDA, the Executive Vice Chairman of the Nigerian Communications Commission (NCC), the Post Master General and the Managing Director of Galaxy Backbone Plc. The visit provided a useful platform for open and interactive discussions on the ecosystem’s pertinent challenges and interventions required from the government to enable the ecosystem achieve its full potential. The forum was attended by 143 ICT and Startup Companies.

The delegation also paid a visit to 3 selected tech startups, namely: Flutterwave (currently valued at US$3 billion), Treepz (with a current funding of US$3.1 million) and Reliance Health (with US$48.3 million in funding). It is worthy to that under the able administration of His Excellency, President Muhammadu Buhari, GCFR, Nigeria became home to 5 of about 8 Unicorns (startup companies valued at over US$1Billion) on the African Continent.

Furthermore, Nigeria’s startup ecosystem attracted about 35% (estimated at US$1.4Billion) of the over US$4Billion raised by African startups, which is the highest raised by any startup ecosystem on the continent. Most importantly, it has created a significant number of jobs. For instance, Jumia, an indigenous e-Commerce company, provides over 3,000 direct jobs according to Jobberman’s 2020 Digital Sector Report. The report also asserts that the Nigeria’s Digital Economy has the potential to create an average of 1.3million tech-enabled jobs across industries in 5 years (i.e. by 2025).

To further strengthen the ecosystem, the Federal Executive Council approved the following recommendations, in line with the Executive Order 003 and Presidential Order 005:
that the Federal Ministry of Finance, Budget and National Planning and the Nigerian Investment Promotion Commission (NIPC) should prioritise the granting of Tax Reliefs and other Incentives such as the Pioneer Status Incentive (PSI) Scheme to the technology and innovation ecosystem;
that the Nigerian Copyright Commission, the Trademarks Registry, and the Patents and Designs Registry should work with the National Information Technology Development Agency (NITDA) in developing an Intellectual Property (IP) framework for the technology and innovation ecosystem within two (2) months; and
that the Bureau of Public Procurement (BPP) should work with NITDA to develop a framework that will ensure the involvement of technology innovation startups in government procurement processes to encourage ideation, innovation and design of solutions to solve development challenges within two (2) months.
The Nigeria Startup Bill (NSB) was earlier approved by the Federal Executive Council and forwarded to the National Assembly and the process is about 90% complete.

The approval of the incentives at the Council will consolidate the gains recorded for far in the NSB process. The implementation of the National Digital Economy Policy and Strategy (NDEPS) emphasises the importance of the innovation and startup ecosystem to the development of an indigenous digital economy. The Ministry will continue to position Nigeria to develop this ecosystem in order to transform Nigeria into a country with a sustainable and thriving digital economy.

Gov El-Rufai confirms presence of Boko Haram, Ansaru terrorists in Kaduna

0

The Insecurity menace in Nigeria seems to have worsen as the Governor of Kaduna State,  Nasir El-Rufai has raised alarm over the recent infiltration of Boko Haram and Ansaru who have now enclaved the Birnin Gwari and Chukun local government areas of the state.

This is just as the Defence Headquarters disclosed that the troops of Operation Hadin Kai have neutralised 43 terrorists, arrested 20 and rescued 63 kidnapped victims across the North East within three weeks.

Security expert who spoke exclusively with Nigerian Newssphere offered that the federal government should address all grievances and exclusion contributing to the spate in terrorism activities in Nigeria.

In the recent infiltration of ISWAP into Kaduna state, El-Rufai expressed worries over the use of Improvised Explosive Devices (IEDs) in the state, which, according to the Governor, was enough terrifying signal that the deadly terrorist groups have moved into the state.

This disclosure was made by the Governor after the presentation of the Kaduna State Security Incident Report for the first quarter of 2022, which took place at the Council Chambers of Sir Kashim Ibrahim House.

He said the debriefing of the first Abuja-Kaduna train kidnap victim to be released indicated that the terrorists were making comments like “the forests in Kaduna are even better than that of Sambisa and so they should all relocate here.”

“The problem of insecurity now has moved from the North East to the North West.
“The situation in the North West is far more serious and could be potentially more dangerous than we have ever had in the North East.
“And we would like the military and security agencies to take notice of this before it goes out of control,” he warned.

El-Rufai further called attention to the use of IEDs and mines in Kaduna, adding that the state had been lucky while appreciating the security agencies who have been instrumental in defusing “many of the IEDs without loss of lives.”

“A movement from banditry to terrorism with expertise in making explosive devices. And again this is because Boko Haram and Ansaru elements have moved into the state,” he maintained.
Nigerian troops kill 43 terrorists, capture 20, rescue 63 victims in North East While briefing the journalists on the operations of the Armed Forces between April 28 and May 19, the Director, Defence Media Operations, Major General Bernard Onyeuko, said that 1,627 Boko Haram terrorists and their families, comprising 331 men, 441 women and 855 children, surrendered to the troops at different locations between the dateline.

Disclosing that 53,262 had so far surrendered as of May 16, he said troops killed Malam Shehu, who was the Amir and spiritual head of the group, and some of his foot soldiers during a clearance operation in their enclaves at Jaje, Mango Ali, Dissa, Balangaje.

Troops had on May 14 neutralised Abubakar Sarki, a terrorist commander, and his fighters in Sambisa Forest at Yuwe in Konduga Local Government Area of the state, he added.

According to him, troops nabbed Malam Modu Pantami on the outskirt of Benishied Village in Kaga Local Government Area while attempting to transport large quantity of logistics items to terrorists.

“Consequently, during these operations, troops rescued 63 civilians, neutralised 42 terrorists, and arrested 20 terrorists.

“Troops also recovered two LMGS, 21 AK47 rifles, 11 AK 56 rifles, 22 MGs, 419 rounds of 7.62mm and 54mm ammunition, one gun turret, 31 AK 47 magazines, three motorcycles, and six bicycles.
“Other items recovered are one pumping machine, two bandolier belts containing 377 rounds of 7.62mm and 54mm ammunition and one Isuzu vehicle.

“All surrendered Boko Haram Terrorists, recovered items, rescued civilians and captured terrorists have been handed over to appropriate authorities for further actions,” he added.

In Operation Whirl Stroke, Onyeuko said the Nigerian Military killed 13 bandits in clearance operations across Benue and Taraba States during the period.

According to Onyeuko, troops recovered 27 rounds of 7.62mm ammunition, one motorcycle and eight phones.

“The military high command appreciates the general populace for their continued cooperation with the Armed Forces of Nigeria, Nigeria Police and other security agencies in their fight against all forms of criminalities in the country.

“The Armed Forces of Nigeria is determined to bring peace back to our dear country while saluting the courage and sacrifices by its troops in the field,” Onyeuko concluded.

FG should address grievances, exclusion contributing to menace — Security Expert

While reacting to the latest security threat in a chat with Nigerian NewsDirect yesterday, a security expert and Chief Executive Officer, Beacon Security Consult, Dr. Kabiru Adamu said Government should address grievances, exclusion perceived to be contributing to terrorism escalation.

According to him, “The presentation of the Kaduna State First Quarter 2022 security report is commendable. The state’s adoption of data and metrics is a novel approach in Nigeria.

“Among several trends in the report is the alarm that two terror groups are finding safe havens in the state. These are, what the state calls ‘Boko Haram’ and Ansaru. It says the groups are behind some of the attacks in the state. This development is in line with what my consultancy has been reporting.

“Other concerns raised by the governor is the adoption of IEDs as attack vectors. This too we have reported in my consultancy’s report.
“The Governor also spoke about drug addiction  and the supply chain that supports drug supply to bandits.

“The one thing that the report and the governor did not mention is how grievance and exclusion is real and perceived contributes to security challenges in the state.” he stated.

“As government school the population is high and the infrastructure is not enough, we will be happy if NCC will help us with computers as one of the technical trades is computer craft.

“We have students that have been thought computer programming, computer electronics, computer repairs as their core subjects; so to be able to do more, we need more equipment,” she said.

One of the participates, Ms Emmanuella Freshman, told NewsDirect that she has been hugely impacted by the event.

Freshman said that she is nursing an online Application called, “Things Vibe”, which deals with teenagers that have no time to express themselves.

Jet A1 fuel crisis: FG rally round investors to rescue Nigeria’s aviation sector from collapse

0

…Ojikutu lists repair of pipelines supplying Aviation fuel to Airport, other solutions

The Federal Government has assured Nigerians that sustainable investment efforts by investors will be channelled into the development of the Aviation sector despite the crisis the industry is facing over the Aviation fuel crisis.

While assuring sustainable investments in aviation security and safety, the President, Muhammadu Buhari said that more investments would be deployed to the provision of infrastructure and facilities for safe, secure, environmentally friendly, and sustainable civil aviation.

The President stated this on Tuesday when he received the Secretary-General of the International Civil Aviation Organization (ICAO), Mr. Juan Carlos Salazar, at the State House.

“Nigeria will support the ideals and aspirations of ICAO and the achievement of its strategic objectives, in collaboration with the other Member States of the Organization, according to the President,” he said.

“Nigeria became a member of the ICAO Council in 1962, and since then, it has continued to make valuable contributions to the Council’s work and its activities.

“It is pertinent to also mention that Nigeria has been playing a key role in supporting the implementation of ICAO Policies and Programmes internationally, and particularly in the African region.

“To this end, Nigeria has ratified international air law instruments like the Montreal Protocol and amendments to some articles of the Chicago Convention. Nigeria is also championing the cause of Aviation safety, security, and facilitation in Africa.”

The President told the ICAO delegation that he had approved the establishment of Aerospace University in Abuja to cater to research and development as well as provide manpower for the industry.

“In this regard, Nigeria is looking forward to the continued support of ICAO under its ‘No Country Left Behind’ initiative,” he added.

The Federal Government has established independent agencies in order to enhance aviation safety and security while ensuring effective and efficient provision and management of infrastructure in all aspects of the industry.

“These include the Nigerian Civil Aviation Authority for safety and economic oversight of the industry; the Nigerian Airspace Management Agency for air traffic services; the Federal Airports Authority of Nigeria for management of Government-owned airports; the Nigerian Meteorological Agency for meteorological services; and the Nigerian College of Aviation Technology, the nation’s main aviation training organization, established in 1964 in collaboration with ICAO and the United Nations Development Programme.

“Nigeria is fully committed to working with other States and supporting the implementation of the Global Aviation Safety Plan, the Global Air Navigation Plan, as well as the Global Aviation Security Plan,” the President said.

As part of its support, President Buhari said Nigeria, over time, seconded auditors to support various ICAO programmes in the areas of safety and security.

“We have also contributed experts on various ICAO technical panels, commissions, and working groups.

“The Government of Nigeria has adopted a civil aviation policy, which is centered on liberalisation and Public-Private-Partnerships Initiative. These have resulted in huge investments in the nation’s airport infrastructure and services, increased capacity utilization, and a phenomenal increase in the number of domestic operators. Indeed, the domestic and international traffic has experienced tremendous growth since our assumption of office in 2015.

“Nigeria is the headquarters of the Regional Safety Oversight Organisation, the Banjul Accord Group Aviation Safety Oversight Organization and also, a major contributor and participant in the Regional Accident Investigation Agency, the Banjul Accord Group Accident Investigation Agency,” he added.

Recently, according to the President, Nigeria made a robust donation to the ICAO voluntary Air Transport Fund in order to be part of the Global efforts for recovery from the COVID-19 crisis.

“We have also made a significant financial contribution to the Safety and Human Resource Development Funds, in addition to hosting several ICAO meetings and regional workshops, including the widely acclaimed successful third ICAO World Aviation Forum, as well as several other workshops on safety oversight,” he said.

Also speaking at the event, Minister of Aviation, Hadi Abubakar Sirika, commended President Buhari for the giant strides taken under his administration in the areas of aviation safety, security, and development.

“Our profile improved significantly during your tenure, Mr. President. Passengers rose from 8 million to 18 million in four years, while security and safety also went up significantly,” he said.

The ICAO Secretary General lauded what he calls “the leadership role Nigeria plays in civil aviation in Africa,” saying the country’s record is one of the most impressive in the world.

“The number of airports have doubled, and passengers are growing in spite of COVID-19.

The record of safety is the most important performance indicator of all. I recognize the excellent work by your government to maintain high standards, in line with international best practices,” Salazar said.

Stressing that it’s important to maintain the track record, the ICAO scribe stressed that there was no end line in civil aviation, “we keep chasing targets that go on and on.”

He urged President Buhari to sustain the support being given to the sector, to attract further investment, tourism, and continued growth.

Recall that Aviation fuel had crippled the sector as flights were cancelled and operators had threatened to shut down domestic operations which promptly led to the intervention of federal government.

Also, on Monday, the AON, in a statement, explained that the scarcity was impacting operations and could lead to rescheduling or cancellations, as the case may be.

“The Airline Operators of Nigeria (AON) wish to alert the public of impending disruptions to scheduled flight operations of members of the association. This development is being forced on members by the growing scarcity of aviation fuel, popularly known as Jet-A1.

“The scarcity is impacting negatively on the seamless conduct of air transport operations and would lead to flight rescheduling, and/or cancellations.

“However, the association and its members are working very hard, and in alliance with product marketers, government and relevant stakeholders to ensure availability and proper pricing of aviation fuel in the country,” the statement, signed by its spokesman, Professor Obiora.

The International Centre for Investigative Reporting (ICIR) reported that the agreement between the operators in aviation sector and the federal government on the provision of aviation fuel at stipulated prices, the Chief Executive Officer of the Major Oil Marketers Association of Nigeria (MOMAN), Clement Isong said that two shipments recently came into the country at N332.6 and N362 per litre respectively.

He added that the local logistics charges, inclusive of movement from a depot, transportation and charges to the Nigeria Civil Aviation Authority (NCAA), took the price of the one imported at N332.6 to N480 per litre. He stressed that it was only one firm that had this consignment and the next one would sell for higher than N480.

“One company was able to sell that product imported at N332.6 for N480 per litre after all the handling charges. It still has six million of that product left. That six million is what is selling at N480 per litre Apart from that one, another was brought in by the NNPC, which has been sold to other people, but not to the first group of people (aviation operators). The handling costs and logistics costs were higher, and it is selling between N540 and N550 per litre in Lagos.”

Speaking further with ICIR, he said on the energy crisis, he said, “The CBN governor said because of the oil theft, he does not have enough dollars to give to people. If you get your dollar, you have to buy at the black market rate. As long as that continues, there would not be enough forex and anything you buy with forex would be expensive. We all have to decide whether we want to fly or go by road.

“The airlines cannot allow the government to look after them, they would have to increase their price at some time or some people may have to reconsider air travel. Whose fault is it? It is what it is. There is simply not enough forex in the country. It is either there is no product or expensive products by expensive forex. Government cannot bear the cost when it doesn’t have the money anymore,” he explained.

Meanwhile, reacting to the development, an Aviation Expert and Group Captain (Rtd), John Ojikutu, listed the need for all aviation operators to open a common domiciliary account with the Central Bank of Nigeria, immediate repair of pipelines that supply Jet A1 to the Murtala Muhammad International Airport (MMA) as solutions to the crisis.

“First, all aviation operators should open a common domiciliary account with the CBN; forex earnings made should be deposited into the account and collect naira equivalent. The naira collected should be returned whenever there is need for the forex. This will step down the pressure on the available forex for other government economics and social programmes.

“Second, If the NNPC Refineries are getting beyond repairs, encourage the immediate opening of the Dangote Refineries and start the production of Jet-A1 and PMS that is taking #1trn annually as subsidies.

“Last, Repair the pipelines that supply Jet-A1 to the MMA that consumes about 5m litres daily and stop the cost of transportation and demurrage on fuel which are additional cost to the cost of fuel. The gathering of tankers at the airport is a source of security threats to the airport. Moreover, using unregulated tankers to transport fuel have been sources of contamination of fuel and therefore safety concerns to flights operations as many AIB reports have shown.
“I have recommended that the NNPC and the major fuel marketers should jointly repair the pipelines that got ruptured in 1992 or the marketers and the airlines operators do same otherwise the repairs should be given to an interested company as concession”, he stated.
